The logic behind this recommendation is that a possible banking crisis might spill-over to affiliates of euro area banks thus expanding the problem. Such a risk exists in Bulgaria as well. But, again, it is created by the lack of rule of law not by objective economic and political factors as is the Croatian case.

Against this background, it is simply amazing that post factum, just after the announcement about the European Council decisions and Bulgarian participation, the party and other national leaders suddenly woke up for the need of a Bulgarian position on the matter. Georgi Parvanov, the president, rushed to comment on the fixing of the Financial Stability Pact in the constitution, saying that “in this case the doubt remains that we should not bid on decisions that to such an extent could tie the hands of future governments and to deprive them of the ability to implement an effective economic policy to the end of shortening the distance between us and the rest of the European economies”. This is a par excellence opposition to the taken decisions.

A little after the president was publicly humiliated because of the ridiculous incident with his landing in Skopie to meet the relatives of the 15 Bulgarians, tragically drowned in the Ohrid lake, the president published on the website of the presidency a large and, we should admit, quite well-grounded position about the energy policy which Bulgaria has led so far and should follow in the future. The article is more than detailed and although there is a sense of pecking at the current government, the article still deserves to be put as a basis for a really broad and public discussion.

At the moment Most have their legs astraddle. Responsibility, assigned to them by voters, looks like it is an impossible burden for them. In the beginning of negotiations they attempted to shirk it by proposing an impossible Solomon’s solution – a grand coalition between the three largest political powers. This suggestion is immature, for if the HDZ and SDP could imagine a joint government there would be no need of Most. And it is a pure mentality problem. Differences between the two coalitions are not as great in respect of their pre-election programmes. The problem, however, is the existence of historic accumulations between them and the skeletons in the closet. Most will achieve nothing without the difficult decision to choose between one of the two great powers.

Enlargement needs a change and a serious one at that. This opinion united in Zagreb the foreign ministers of Bulgaria and Croatia. The Bulgarian Minister Daniel Mitov was far bolder in his vision, while his Croatian counterpart was more concentrated on sending messages to certain neighbouring states. The two met in the capital of Croatia in the beginning of May, but spoke about enlargement separately. Miro Kovač spoke at a round table, at which it was discussed what the new EU foreign and security policy should look like, while Daniel Mitov spoke to a wide audience in the EU’s house in Zagreb during his two-day visit, and later clarified some of his positions in an interview for euinside.

As far as law is concerned, things are clear. As far as politics is concerned - too, but often there is abuse. The principle of innocence is one of the legal foundations which guarantees that every suspect or indicted person is innocent until a final sentence proves otherwise. Without such a perception and regulation of procedures the legal system would immediately fall into complete chaos and injustice. Moreover, penal responsibility is subject to prooof not innocence. Otherwise, everyone would be guilty until proved innocent. Generally, the legal beginning for the lack of a crime without a respective law, respectively the lack of punishment without that same law, is contained in the famous Latin phrase Nullum crimen, nulla poena sine praevia lege poenali which represents the broadest public value.

Some of them proposed more than one candidate to allow the broadest possible choice for the former prime minister of Luxembourg. The outcome of all this lobbying, negotiations and balancing is a multi-layered compromise with a huge potential for significant change. First of all, it was the approach. Juncker did not want candidates with portfolios, but serious professionals. The countries that took that advice seriously and proposed elite candidates were awarded the most important portfolios and positions. Those who failed to overcome domestic political and internal party wrangling and sent weak candidates got weaker portfolios. At a first glance, it seems that the interests of the member countries have prevailed, but a cautious analysis of the overall structure and mandates of the Commission members shows that the member states have been circumvented for the first time.

There was only one signal coming from there, though – we want a broad coalition. This is how the pressure started. After the initial consultations, President Kolinda Grabar-Kitarović called the constitutive session of Parliament earlier than the deadline. “Croatia is Growing” went on the offensive by publicly announcing their proposal that a person from Most becomes Speaker of the Sabor (parliament), which was discarded. This did not discourage the coalition one bit. 55 Members of Parliament put in a proposal that professor Robert Podolnjak from Most is elected Speaker of the Sabor. The session was called for today (December 3), but despite the huge media interest and the presence of ambassadors and representatives of religious communities in the country it ended ingloriously. It turned out that there are no other candidates, regardless of the Patriotic coalition having their own nomination – their guy Željko Reiner. During the brief session of parliament, incumbent Speaker Josip Leko (SDP) kept urging MPs to vote their conscience. A game of nerves began instead.

Some of them are in jail, others are arrested, a third group are suspected, a fourth group are on parole, a fifth are on probation after their sentences have been served.

Once, the mausoleum in the end of the park was standing face to face with the palace of the pre-communist Bulgarian kingdom. Now the palace is a gallery which now has a broad view onto the beautiful park and seems to have forgotten how from the terrace of the mausoleum the totalitarian majesties were waving their hands to the freezing pupils organised for a manifestation in the always rainy May - either to mark the Labour Day on May 1st or the Day of Bulgarian Alphabet and Culture (May 24). I have personal memories from the time. All of them unpleasant. And most of all the feeling of cold and no right at all of a choice not to go.
