Both agreed that UKIP is not the only factor to blame for the current stand-off between EU and Britain. The developments in Britain are following the outlines of European politics which already has its own UKIPs like Marine le Pen's Front National in France, Beppe Grillo's Five Star Movement in Italy, etc. Although interest and fear from a brexit is varying in the European Parliament, informally, there is ongoing preparation for all possible scenarios. Officially it is stated that there is no need of a plan B in case of a brexit but informally this is being discussed.

Even if you raise the contributions to 60% there will simply be no one to pay them, because there is no such kind of labour, no highly productive labour to finance the pensions. And the paradox is that the more productive labour becomes, the lesser the share of income you will need to finance a pensioner. In other words, the contributions would not be 32.3% of the income up to 2,000 levs (1,025 euro) but they could be reduced to 10% or 8 per cent.

The reason is that when their bailout programmes were agreed, a broad political and public support was sought and the need and the risks were made clear. In Greece, however, there is almost no understanding of the need of these reforms and the attitudes both of the populist party Syriza and a majority of Greeks is that their country was punished for other people's mistakes and that it paid a heavy price for the crisis. It does not seem that lessons have been learnt from the mistakes that were made for decades by a series of Greek governments. The euro area finance ministers agreed in principle to secure a special credit line that should help Greece gradually adjust after the bailout regime but the market signals are not encouraging. In the coming two months until the programme expires, a debt sustainability report has to be prepared to help the member states decide what to do with Greece in the future.

A major part of the vision of the leaders of the European Commission, European Council, Eurogroup, European Central Bank, and European Parliament was concentrated on what could be done without changing the founding treaties of the EU – the so called first stage. Considerable focus in the document given to the leaders at their June summit is placed on the full implementation of the already adopted secondary legislation and hard work on achieving economic convergence between member states sharing the single European currency. Economic convergence of the euro-states suffered considerably during the almost five-year long euro area crisis, in some cases literally erasing what was achieved over the decade before the crisis. Economic differences between countries in the currency club is the cause for the ongoing tension and weak growth in the club, as well as for the emergence of macroeconomic imbalances.

Our membership is a function of the institutional readiness of the EU to monitor, evaluate and control various aspects of the Schengen system, especially in countries having external borders. The European Commission will have more and wider powers to evaluate and prescribe measures in terms of various aspects of the acquis. Besides, such activities are also conducted by the Council`s working groups and community institutions like Frontex. There is a process of increasing the controlling and prescribing institutions in the form of a network. It moves forward and, respectively, the Schengen membership of Bulgaria and Romania is approaching.

Focus should return again on human rights and the fundamental liberties by setting a new tone taking into account that these represent the foundation of the European construction.

"The Mechanism assigns a specific role to the European Commission in the support and monitoring of Bulgaria's progress in the reform of the judiciary and the fight against corruption and organised crime. This was one of the conditions for the accession of your country in the EU and the mechanism will stay until the goals set in 2006 are fulfilled". Undoubtedly this is so, but let us turn our attention to the word "verification" which assigns to the Commission the role to verify that Bulgaria's progress is a fact.

But who are the markets with which the European leaders justify all their fears and desperate moves? These are businesses, these are politicians, and citizens - all of us, our fears, expectations and irrational behaviour, masked behind the impersonal definition of "markets". This means that in order to restore confidence, these parties have to trust each other, therefore they must reach consensus about the right direction. In other words, when it is decided to cut spending politicians need to really be willing and able to do so, the economic and financial players must be ready to react without speculating, and the citizens - to work more, instead of protesting. Neither party has fulfilled its part of the deal properly.

During the November EU-Ukraine summit last year Ukraine received an Action Plan for visa liberalisation. This is an issue of great importance for Ukraine but quite sensitive for the EU at the moment. But the facts speak for themselves. One of every ten Schengen visas is being issued to an Ukrainian citizen. Currently the Union is in a process of reforming Schengen's governance because of the impact of the Arab Spring and growing internal pressure. The authors of the analysis from the European Policy Centre think that visa liberalisation must be underscored in the Warsaw Declaration that is to be adopted at the summit, because this will demonstrate EU's serious intentions for a more ambitious partnership with its eastern partners.

Josipovic is as illiberal as Croatia on the whole is. Serbs still face rampant systemic discrimination all round. The latest manifestation being the "tyranny of the majority" taking to the streets to prevent signs in the minority Serbian language being erected in Vukovar. Following a petition even the Constitutional Court of Croatia ruled that the constitutional law safe-guarding minority rights can be bypassed in certain cases (i.e. the case of Serbian in Vukovar).

There is another more resonant slap in the text. And it is that the Bulgarian authorities work more on the details missing out the big picture. It is made in the part of the text that mentions the work on a new penal code. Not only does it criticise the way the draft was made, mainly without broad public debate and without participation of the non-governmental sector, but the report notes that it is important the new penal code to have an overall vision and to explain how exactly will it improve the fight against corruption and organised crime and how will it secure a smooth link between the management of the judiciary and law-enforcement. The Commission even recommends amendments to the penal procedural code. The slap echoes in another place in the test where independent experts are quoted saying that the organised crime in Bulgaria is already investing in the legal economy. "Strategies focusing on 'traditional' criminal activities and on a widespread number of isolated individual cases of petty or medium-level corruption therefore risk missing a dimension of growing importance. Corruption as an enabling factor for organised crime is also considered to be of particular importance in an effective response to organised crime", the document says.

The EU lacks democratic legitimacy. European institutions should be elected by European citizens. Citizens should participate directly in the EU decision making process. Lately, you can often read such statements in European media. The latest fashion in eurocriticism is the thesis that the decisions of 'Brussels' are not approved by the people and therefore are not democratically legitimate. This view is shared by many politicians and analysts, and also enjoys broad support in the European Parliament - the only directly elected European institution.
