Some states expressed agreement with the suggested texts, like Poland, Slovakia, Romania, Estonia, Czech Republic, Latvia, and Bulgaria. Some of them reminded, however, that their support is hostage to the principle that nothing is agreed until everything is agreed on. Hungary pointed out several technical issues, while Sweden announced that it could support all articles with the exception of Article 25, mainly due to interception. And there is a huge field for possible coordination even in a greater format by including Italy, for instance, whose Prime Minister Matteo Renzi is the author of a significant change of the EU's economic concept. Slovenia and Austria are members of the euro area, whereas for Croatia the perspective is too distant. What is common between them is that the three have very high public debt - above 80% of GDP. Austria is in the best economic condition of the three. It is among the big EU economies and is one of the few with the lowest unemployment rate - below 5%. Slovenia is in the middle with an unemployment level of around and below 10% whereas in Croatia the problem is huge - the unemployment here is above 17% and the country lines up right after Greece and Spain in terms of a share of young people among the unemployed. As member states of the euro area Austria and Slovenia are subject of budget coordination.

As a result of the crisis, the EU decided to establish new institutions, related to the European financial supervision: the European Board for Systemic Risk (which Mr Barnier again called with his favorite metaphor “the controlling tower”) and the European supervisory authorities: the European Banking Authority, the European Securities and Markets Authority and the European Insurance and Occupational Pensions Authority. The new authorities must begin work early next year. This, however, is questionable because of the failure of the negotiations on 2011 budget between the Council and the European Parliament. Nevertheless, the Commissioner is optimistic: “The decision, which was adopted unanimously by the Council of Ministers, received broad support from MEPs from all groups, including the Bulgarian MEPs. Therefore, I am filled with confidence that on the first of January these three mechanisms will be able to start functioning.”

As expected, the MEPs' favourite financial transaction tax (FTT) is also present among their priorities, but there is a slight mitigation of their position. According to Parliament, “such a tax ought to apply as broadly as possible, but, failing that, it should, as a first step, be applied at least at EU level.” FTT is one of the options which are being considered by the Commission as a possible common European tax being a source of own resources in the European budget for the next programming period.

The conclusion of the Commission is that the economic imbalances in Slovenia are still manageable, but it is necessary the government to act decisively and quickly by completing the necessary reforms. Last week, Slovene Prime Minister Alenka Bratusek was in Brussels to meet with European Commission President Jose Manuel Barroso. After the meeting, she firmly stated that Slovenia did not have any intention to ask for a bailout and could handle the crisis on its own. She admitted that the country's biggest problem was the banking sector, but that by June a "bad" bank would be established to absorb the "bad" assets. Among the other measures Bratusek's government (left wing) intends to undertake and for which it claims broad support is secured, are reforms of the pension system and the labour market.

Barroso's second term coincided with the eruption of the severest crisis since the creation of the euro area and the EU at large - the debt crisis which revealed not simply deep interconnectedness inside the EU and especially the zone of the single currency, but the close links with the global economic organism. This was the period of scoring historical records in the speed, intensity and polarity of the European debate. The EU summits turned not simply into interesting events for a broader circle of European and non-European citizens, but they were even anticipated impatiently. Markets, journalists, politicians, voters, bloggers waited until the early hours of the day the leaders to come up with a solution to another acute problem on the row - from Greece through the work of credit rating agencies to the construction of the banking union.

In May, Croatia's Prime Minister Zoran Milanovic said that "a very aggressive group in Croatia is leading a cultural war". He said this on the occasion of the decision of the Constitutional court to reject the sexual education introduced by the Ministry of Education with the argument that there was no broad public debate on the new curriculum which, too, caused heated debates in the Croatian society. The questions whether and who should manage the sexual education of youngsters on which, practically, their attitudes will later depend toward those who are different; whether homosexuals should get married and what rights and duties stem from that; whether this is a dictatorship of minority or democracy is governance of majority, reveal another stage of evolving societies.

However, they criticise the way the constitutional amendments have been adopted. "Constitutional changes adopted recently contain the limitation of the competence of the military court as well as the guarantee of protection of personal data. However, a new constitution resulting from broad consensus in the Turkish society is a pre-condition in order to be in line with European standards", according to a group's statement. Furthermore, it also says that the EU should send a clear message to Turkey, by abandoning its ambivalent speech and assisting the country towards effective EU integration.

The idea of a financial transaction tax is circulating since last year, launched firstly by Commission President José Manuel Barroso, then by the President of the European Council Herman van Rompuy. Barroso was ambitious to impose the idea at a G20 level, but admitted defeat. However, the idea has a broad support in the European Parliament. A curious fact is that, so far, it has been launched more as a reward for the efforts of taxpayers to rescue the banking system, rather than, in plain text, as a new source for EU's budget. Regarding the carbon tax, so far the idea has been such a tax to be introduced across Europe, but to be collected by national governments in the form of an additional tax on energy.

Brussels civil servants often get irritated when we, journalists, start making assessments of documents of theirs, especially when it comes to reports on progress toward European membership. Then, most frequently, we resort to assessments like "positive", "good", while national politicians love to say "balanced" and "unbiased". The reason is that seldom ordinary citizens read such documents to be able to get into the, in fact, really very biased and most of all neutral assessments of the European Commission on the progress of the countries who aspire one day to become members of the Union. A problem emerges when either side tries to "translate" the report in a comprehensive way to their audiences - politicians powder it a bit in order to protect their ratings and media simplify it in order to "sell" a really difficult news to digest. That is why very often the problems these reports contain under the "Brussels language" remain unnoticed by the broader public.

As for increased fiscal integration and risk sharing, however, the IMF`s recommendations sound downright heretically against the background of sharp contradictions between the eurozone countries. According to the IMF "sufficiently large resources at the centre, matched by proper democratic controls and oversight" are needed. The road to this endpoint is long but the first step is to launch "a broad-based dialogue about what a fuller fiscal union would imply for the sovereignty of member states and the accountability of the centre." This sentence contains two of the biggest dilemmas of the eurozone – about national sovereignty and democratic legitimacy. You cannot make a step forward if you don`t solve these issues, the IMF says bluntly.

Branimir Glavaš, who served a sentence for war crimes, called from the rostrum of the Sabor for professor Podolnjak first to accept the nomination and only then are the MPs to vote on it. Many in parliament and the social networks commented that this was the smartest proposition. Elite members of the right-wing Croatian Democratic Union (HDZ) in turn asked Mr Leko for a recess, so the political groups can retire for discussions. He, however, replied that the parliament is not constituted yet, hence there are no political groups. With his proposal Mr Glavaš in fact threw all responsibility in the hands of the only candidate. Noticeably worried, professor Podolnjak was attempting to postpone making a decision by announcing that he could not accept the nomination until the Patriotic coalition states that it supports him. Speaker Leko answered that he must state clearly whether he accepts it or not. The professor refused, which ended this stage of the game.

There was only one signal coming from there, though – we want a broad coalition. This is how the pressure started. After the initial consultations, President Kolinda Grabar-Kitarović called the constitutive session of Parliament earlier than the deadline. “Croatia is Growing” went on the offensive by publicly announcing their proposal that a person from Most becomes Speaker of the Sabor (parliament), which was discarded. This did not discourage the coalition one bit. 55 Members of Parliament put in a proposal that professor Robert Podolnjak from Most is elected Speaker of the Sabor. The session was called for today (December 3), but despite the huge media interest and the presence of ambassadors and representatives of religious communities in the country it ended ingloriously. It turned out that there are no other candidates, regardless of the Patriotic coalition having their own nomination – their guy Željko Reiner. During the brief session of parliament, incumbent Speaker Josip Leko (SDP) kept urging MPs to vote their conscience. A game of nerves began instead.

The Croatian daily newspaper Jutarnji list has published today a comment by Hido Biscevic about the protests in Bulgaria and about what actually is behind them in a much broader geographical context. Mr Biscevic is a secretary general of the Regional Cooperation Council, a special coordinator of the Stability Pact for South Eastern Europe. It was the abuse of EU funds that was the reason in 2008 the Commission to adopt a separate report on the issue and to punish Bulgaria with a temporary freeze of EU funds. The report from 2008 was considered the most critical in the CVM history so far. The current, modestly called "technical" report, however, sounds like a final warning not only because of the forthcoming comprehensive evaluation of the CVM for the past five years. And not only because of the overall alertness on how every single euro is spent, amid the ongoing crisis. The context is much broader.

Former justice minister does not believe the words of the head of the European Commission Jean-Claude Juncker (Luxembourg, EPP) that the CVM will be cancelled by the end of his term (2019). According to him, Juncker's words were misinterpreted, and ultimately it's not what he would say, but what member states will. He urged to put an end to the expectations that the mechanism will be abolished. A big drawback of the mechanism as it stands is that the missions are only four times a year, last for a week, and cover too wide a range of issues. Furthermore, the reports are the subject of political negotiations and lobbying.

The government is offering 60 reforms, which encompass a wide spectrum. The main measures are aimed at macroeconomic stability and fiscal sustainability. Lowering of public debt is the main priority of the team of Tihomir Orešković and Finance Minister Zdravko Marić. A reform in public procurement, bringing the public sector out in the light, reduction of government structures, Internet-isation and technological upgrade are due. The PM admits that reforms will not be easy, but are important and most of all fair. Backing his words is the spring economic forecast of the EC. It provides for GDP growth of 1.8% over this year and starting to speed up next year. There are several risks to the forecast and the EC evaluates them to be “considerable”.

Everyone’s recipe was the same – fast and decisive implementation of reforms with the widest possible support sought in society for these reforms – in other political parties, syndicates, and the public. Acting quickly and with no hesitation. Surely, there will be those who would say the Greeks’ suffering is greater, considering the truly depressing data on unemployment, growth of suicide rates, and growing poverty. There is, however, a very important element, showing a painful correction cannot be avoided. We are talking about unit labour costs. This indicator measures the average cost of labour per unit of output, basically wages growth to productivity. In 2001, this ratio jumps in Greece by a whopping 9.2% with continued growth over the next few years until 2006 when it drops by -0.4%. In 2007 wages continue to grow at the expense of productivity and in 2010, in the peak of the Eurozone crisis, cost of labour per unit of output in Greece grows by 10.7%. The largest drop is in 2012 when it shrinks by -6.3%.
