През октомври българското правителство реши да увеличи акциза на тютюневите изделия от 1 януари 2010 г. от 41 лв. за 1,000 къса на 74 лв. + 36% от продажната цена. Решението е заложено в бюджета за следващата година, но все още предстои да бъде гласувано от Народното събрание.

In October the Bulgarian government has decided to increase the excise on tobacco products as from 1st of January 2010 from 41 lv (21.02 euro) per 1,000 cigarettes to 74 lv (37.94 euro) + 36% of the average sales price. The decision is included in the Law for the Budget 2010 but is yet to be approved by Parliament. The compromise also allows member states not benefiting from the transition to impose a quantitative limit of at least 300 cigarettes on the number of cigarettes that may be brought into their territory from member states applying transitional arrangements, and for member states applying those arrangements, once their rates have reached 77 euros per 1000 cigarettes, to apply quantitative limits with regard to member states whose rates are below 77 euros.

За цялата година БВП се сви с 0.3% в ЕС и с 0.4% в еврозоната. Безработицата се увеличи драстично като перспективите все още са недобри, но тенеднецията е положителна, е оценката на ЕК. Постигнат е напредък в консолидацията на публичните финанси, намаля напрежението на финансовите пазари и най-вече страните, които участваха в дълбоки и коренни реформи, вече проявяват признаци на оздравяване - задлъжнялостта намалява в няколко страни, а износът се увеличава в някои членки, които преди това имаха големи търговски дефицити.

As a result of the crisis, only in a few years the ratio of debt to gross domestic product has abruptly jumped from 60% to 90% on average in the eurozone. The government deficits in the zone of the single currency are expected to drop from an average of 6% of GDP in 2010 to 3 per cent in 2012 (the final data for 2012 are not available yet). It is expected this year the public debt to reach new heights of 94.5% in the euro area and in 2014, after which to begin to subside. Taking into account the differences in every country, the Commission recommends some general guidelines:

The leaders have agreed to increase the EFSF's effective lending capacity to its ceiling of 440bn euro. Currently the fund operates with approximately 250bn euro because it is obliged to maintain reserves in support of its triple A rating. Only 6 countries in the euro area have such a rating and it is these countries that have to increase their share in order to effectively widen lending capacity, most of all France and Germany. According to European Council President Herman Van Rompuy, by the next European Council meeting on March 24th and 25th, the ministers of finance have to propose specific ways to increase the effective lending capacity of the fund.

6 months after he came in office, president Barack Obama already announced his latest plan, of at least 5 (related to the financial an economic crisis), for a new financial architecture in the US and the EU managed on Friday to reach an agreement on the Commission communication fr a new form of pan-European supervision and regulation, though quite cut off its initial ideas in a way that now the word pan-European is only part of the title. Beside this, the plan would enter into force as early as next year. In their conclusions the EU leaders clearly identify the problems by saying: "The financial crisis has clearly demonstrated the need to improve the regulation and supervision of financial institutions, both in Europe and globally. Addressing the failures exposed by the present crisis will contribute to preventing future ones. It will also help restore confidence in the financial system, in particular by enhancing the protection of depositors and consumers, and will thus facilitate the recovery of the European economy".

His colleague Arhar clarified that Ljubljanska banka still is with big state participation which adds its debt to the overall debt of the Slovene state. He said in October that after all no one forced Croatia to transfer (meaning to pay on its behalf) the savings of the depositors. As Mr Arhar said then, Croatia had "humanitarian reasons" to do that. Currently, Slovenia is in a severe economic and political crisis. The banking system which still is to a large extent in state hands is seriously shaken and for a year there have been rumours about a bailout. As a member of the eurozone, Slovenia could request aid from its partners, but in order to get some it will have to accept the conditions of the troika (representatives of the Commission, IMF and the ECB).

What the government has to do and already is working on is to reform the labour legislation in order to improve competitiveness, especially after its entry into the highly competitive market of the EU next year. At the moment there are public discussions on the proposed by the government changes in the Labour Act. Mirando Mrsic, minister of labour and pensions, said on September 10th after almost 4-hour long session of the trilateral social and economic council that the act is to be divided into two - a Labour Act and an act on social rights. The purpose of the reforms is to increase the flexibility of the labour market, which however poses a risk of an increase of unemployment which already is growing.

The fiscal discipline is relatively strict in Albania where the budget deficit increased from 3% the previous year to 3.4 per cent in 2012. The debt, however, is quite high and in 2012 reached 62.9% of GDP, exceeding the 60% threshold, abolished in December 2012. In the banking sector the situation is also worrying and quite telling for this is the level of non-performing loans - 24.4% in the second quarter of 2013. In general, Albania's economy is services-oriented. The second important sector is agriculture. The production base is not diversified, the problems with electricity supply and the size of the informal economy remain the main challenges for the Albanian economic development. The GDP per capita remained at 30% below the EU average in 2012.

The IMF also recommends harmonisation of the regulatory structure all over Europe and that should happen quickly; the EU institutions should accelerate the adoption of the Fourth Capital Requirements Directive, the Capital Requirements Regulation, the directives for harmonising resolution and deposit insurance, as well as the regulatory regime for insurance Solvency II. Moreover, the IMF puts a deadline - all this to be ready by mid-2013 to allow the publication of a single rulebook for banking, insurance and securities. The Commission is called upon to increase the resources and the powers of the European Supervisory Authorities because that, according to the Fund, is necessary for the successful strengthening of their operational independence.

In recent months, European leaders have been under pressure to increase the ‘firewall’ against spreading of the crisis by increasing the financial capacity of the rescue fund, moreover after the credit rating agency Standard & Poor's has downgraded nine euro area countries, including two with the highest AAA rating and therefore it has also downgraded the bailout fund EFSF. Last November the eurozone finance ministers approved new tools for the fund, aimed at increasing its financial capacity, but they have not been used yet. As EFSF Director Klaus Regling explained there is no way to test the new tools unless financial assistance is requested by a Member State.

The further explanation of Ms Gheorghieva gave more clarity but also a lot of food for deliberation: "The agreement actually provides for an independent eye to see what plans we have currently here in Bulgaria, what their realisation means for the deficit of the country, so that the government could take an informative decision what to do and what not".

Main pieces of legislation were changed many times and sometimes controversially. This created huge uncertainty and controversy in the judiciary practise as well. Not to mention the businesses which were forced to constantly adapt to new regulations. Changing legislation and instable judicial practise created also good nourishing environment for corruption".

They insist that the costs for the farmers are more or less the same all over Europe when it comes to inputs or some investments. Then we have the issue of the re-distribution of the rural development funds because in this case the Commission is willing to re-distribute the money more according to criteria linked to the policy objectives. The next vital issue is the “greening” of the direct payments. The Commission would like to give more legitimacy to this policy, by enhancing the conditionality linked to the protection of the environment. Another issue is the capping per farm, which is limiting the outlays to the biggest farms. As we see it is not so severe as the Commission allows to deduct from workforce in this farms.

Also on August 12th, the Commission announced an increase of the humanitarian aid for Ukraine as well - 2.5 million euros. In this case, too, Ms Georgieva was the "voice" of the EU. President Jose Manuel Barroso, for his part, is in permanent contact with the presidents of Ukraine and Russia during which he underlines the EU's readiness to increase its support for the humanitarian efforts of the government in Kiev as well as in support of international humanitarian organisations. Mr Barroso also expressed several times his concern from the piling up of Russian forces along the Ukrainian border as well as the continued inflow of weapons, equipment and fighters from Russian territory. He called on Russia to use its influence to ensure that the civil population will be able to safely leave the conflict zones.

The reason, according to IMF: “The labor market is not working. Unemployment is structurally high and excessively cyclical, reflecting the high degree of duality in labor markets. The wage bargaining system, which hamstrings wage and firms’ flexibility, is ill-suited to membership of a currency union.” (It is another question why this monetary union - the euro area - has not been able to set the issue decisively on the table). According to the fund, it is not about just cosmetic changes, but “a radical and comprehensive overhaul of the labor market”.

The second assumption in Bruegel's paper is that having a credible fiscal backstop is vital for the banking union. The authors believe that single banking supervision at European level must be accompanied by a common European resolution regime and a common fund to pay for it. "The logic of centralising resolution is compelling once supervision is centralised, but full centralisation would require significant changes in national insolvency, labour and tax laws." According to the report, the Commission proposal for harmonising national resolution frameworks "would not suffice for a banking union." On the other hand, the creation of a common European fiscal backstop would increase moral hazard by allowing national authorities to shift the burden on European taxpayers, so a much higher level of centralisation is needed.

According to EU spring forecast, the Croatian budget deficit is expected to reach 5.6% this year and grow to 5.7% next year if current fiscal policy remains. The state’s debt grew significantly over the last few years and especially last year when Croatia introduced the European ESA methodology, which also includes the debts of state-owned enterprises. This year’s forecast for public debt is 90.5% of GDP and for 2016 the EC projects Croatian state debt to reach 93.9% of GDP. Although quite high, this level of debt is on par with the one of France. Croatia was in a 6-year recession until last year but managed to come out of it this year. EC’s expectations are for Croatian economy to rise by 0.3% in 2015 and GDP is expected to swell by 1.2%.

The MEPs also call the security sector to be reformed by increasing parliamentary surveillance and supervision over the security services. It is also recommended the national archives to be opened, mainly for documents from the former Serbian intelligence (UDBA). Moreover, Belgrade is called upon to facilitate the access to those archives that concern the former Yugoslav republics and also those archives to be returned to them.

The Commission recommends the Council to proceed to the next stage of the excessive deficit procedure, which means new recommendations by the Commission and eventually – sanctions. The same end threatens the country also in case it fails to align its legislation with the European one and infringement procedures get to the end.

This was another message by the minster of finance who pointed out that the government did not have many options, apart from introducing a property tax, which was rejected by the junior coalition partner HNS (Vesna Pusic's Liberals). Another option is to increase the VAT, which currently is 25%. A possible increase could be between 27% or 30%. Minster Linic refused to speculate whether and with how much the tax could be increased saying that until the necessary reforms are agreed with the Commission nothing specific can be discussed.
