Concerning individual projects, the basic principle of funding in FP7 is co-financing. This means that, in general, the Commission does not "purchase" research services by placing contracts and paying a price. Rather, it gives grants to projects, thus contributing a certain percentage to the overall costs. The exception is the Marie Curie Actions which provide 100% funding for researcher costs: the Community financial contribution combines the reimbursement of the eligible costs with flat rates, including scale of unit costs and lump sums.

Ceci signifie qu'en règle générale, la Commission «n'achète» pas de services de recherche en concluant des marchés et en versant une somme d'argent. Die Förderung individueller Projekte innerhalb des RP7 basiert auf dem Prinzip der Kofinanzierung. Das bedeutet, dass die Europäische Kommission allgemein Forschung nicht durch die Vergabe von Verträgen und durch Bezahlung „erwirbt“. Vielmehr vergibt sie Zuschüsse an Projekte, um so einen Teil zu den Gesamtkosten beizutragen. Die Ausnahme bilden die Marie-Curie-Maßnahmen, unter denen 100 % der Personalkosten für Forscher finanziert werden: Der Beitrag der Gemeinschaft setzt sich aus der Erstattung der förderfähigen Kosten und aus Pauschalbeträgen wie Stückkostensätze und Pauschalfinanzierungen zusammen.

En lo que respecta a los proyectos independientes, el principio básico de adjudicación de fondos del 7PM es la cofinanciación. Por lo tanto, en términos generales, la Comisión no «adquiere» servicios de investigación formalizando contratos y pagando un precio. En su lugar, concede subvenciones para la elaboración de proyectos y, así, contribuye sufragando un porcentaje de los gastos generales. La excepción a esta regla son las Acciones Marie Curie, que financian el 100 % de los gastos de los investigadores: la financiación comunitaria consiste en una combinación del reembolso de los costes subvencionables, la financiación fija basada en una escala de costes unitarios y los pagos a tanto alzado.

Questo vuol dire che la Commissione non "acquista" servizi di ricerca stipulando contratti e pagando un prezzo, ma eroga delle sovvenzioni ai progetti contribuendo per una quota ai costi globali. Fanno eccezione le azioni Marie Curie che coprono al 100% le spese dei ricercatori: il contributo finanziario comunitario prevede e combina fra loro varie forme di sovvenzione: il rimborso dei costi ammissibili, finanziamenti con aliquote fisse e una scala di costi unitari, e somme forfettarie.

Jeśli chodzi o projekty indywidualne, podstawową zasadą finansowania w 7PR jest współfinansowanie. Oznacza to, że na ogół Komisja nie „kupuje” usług badawczych, podpisując umowę i następnie płacąc ustaloną cenę. Raczej przyznaje granty projektom, pokrywając jakiś procent łącznych kosztów. Wyjątkiem są Działania Marie Curie, w ramach których finansowane jest 100% kosztów badań – na wkład finansowy Wspólnoty składa się zwrot kosztów kwalifikowanych wg stawek zryczałtowanych, które obejmują skalę kosztów jednostkowych oraz kwoty jednorazowe.
