The committee was of the opinion that, in order to protect animals, there was a need for regulations governing their transportation to slaughterhouses and that there were no standard regulations in this field, except in the case of international transport, which was covered by the European Convention for the Protection of Animals during International Transport of 13 December 1968 (European Treaty Series No. 65). However, it considered that the matter of transport to slaughterhouses should not be dealt with separately and that it would be more appropriate to have standard regulations on every form of national transport of animals. It therefore did not include this matter in the Convention or slaughtering methods, but recommended to the Committee of Ministers that a separate Convention be drafted on the national transport of animals.

89. La charte limite normalement la protection des langues régionales ou minoritaires à l'aire géographique où elles sont traditionnellement parlées. Mais le paragraphe 2 de l'article 8 constitue une exception à cette règle. Il est motivé par la considération que, dans la vie moderne, faite de mobilité, le principe de territorialité peut ne plus être suffisant, dans la pratique, pour assurer la protection effective d'une langue régionale ou minoritaire. Un nombre important de locuteurs de ces langues ont, notamment, migré dans les grandes villes. Toutefois, compte tenu des difficultés liées à l'extension de l'enseignement des langues régionales et minoritaires à l'extérieur de leur assise territoriale traditionnelle, l'article 8, paragraphe 2, offre une certaine souplesse dans les engagements présentés et, en tout état de cause, ne s'applique que lorsque ces mesures sont justifiées par le nombre de locuteurs de la langue en question.

Le présent article tient compte du fait que, dans la plupart des Etats, les adoptions ne peuvent en général se réaliser que par le biais d’agences, d’institutions privées ou publiques diverses, de services sociaux, etc. Or, il importe que ces personnes ou organismes soient à la fois bien informés, soutenus et contrôlés. Conformément à la Convention de La Haye de 1993, il faut prévoir non seulement des services de conseils sur l’adoption mais aussi des services de suivi appropriés en matière d’adoption (par exemple une assistance appropriée fournie par des services sociaux ou par des psychologues afin de soutenir la famille, si nécessaire).
