Today the Cairo Institute for Human Rights Studies released its second annual report on the state of human rights in the Arab world for the year 2009.  The report, entitled Bastion of Impunity, Mirage of Reform, concludes that the human rights situation in the Arab region has deteriorated throughout the region over the last year. The report reviews the most significant developments in human rights during 2009 in 12 Arab countries: Egypt, Tunisia, Algeria, Morocco, Sudan, Lebanon, Syria, Palestine, Iraq, Saudi Arabia, Bahrain, and Yemen. It also devotes separate chapters to the Arab League and an analysis of the performance of Arab governments in UN human rights institutions.

The international solidarity network Women Living Under Muslim Laws (WLUML) and the Violence is Not our Culture (VNC) campaign are dismayed to receive another confirmed report of a woman – Layla Ibrahim Issa – who is about to be stoned in Sudan.
A couple have been sentenced to be stoned to death for alleged adultery by a tribal court in north-west Pakistan, with the woman's life now considered in danger. The man involved, Zarkat Khan, has run away while the woman is in the custody of the court, according to residents in Kala Dhaka, a remote area of Khyber-Pakhtunkhwa province. The death sentence, handed down in Manjakot village last month, will be carried out once the man is found, a member of the tribal court said. The woman, whose name is being withheld at the request of human rights groups, is being held in a nearby village, according to campaigners. She is married and believed to have three children.

We put out an action alert to support Layla earlier this month, and we extend our thanks to those of you who raised their voices; but Layla is still in prison with her 6-month old child.

In your Introduction to Human Rights Watch’s World Report 2012, “Time to Abandon the Autocrats and Embrace Rights,” you urge support for the newly elected governments that have brought the Muslim Brotherhood to power in Tunisia and Egypt. In your desire to “constructively engage” with the new governments, you ask states to stop supporting autocrats. But you are not a state; you are the head of an international human rights organization whose role is to report on human rights violations, an honorable and necessary task which your essay largely neglects.
