The September 11, 2001, attacks in the United States had an indelible impact on our nation. Canada's integrated response to those events ultimately led to the creation of the CBSA in 2003. It brought together Canada's key border security and intelligence functions, as well as relevant powers and authorities previously carried out by three Government of Canada organizations: the Canada Customs and Revenue Agency, Citizenship and Immigration Canada, and the Canadian Food Inspection Agency. The Advance Commercial Information (ACI) program enables the Canada Border Services Agency (CBSA) to better protect Canadian society by obtaining the right information at the right time to make informed decisions about whether to examine shipments. The ACI program is introducing more effective risk management processes and tools for unknown and high-risk shipments (non-Customs Self Assessment shipments), to enhance the CBSA's ability to detect contraband and threats to Canadians' health, safety and security.

The U.S. Customs and Border Protection have been issuing new FAST membership cards for current FAST members since March 16, 2009. The new FAST cards have enhanced security features that allow Canadian citizens to comply with the necessary document requirements under the Western Hemisphere Travel Initiative. All FAST members are required to activate their new cards within 30 days of receiving them by going to https://goes-app.cbp.dhs.gov/. The Canada Border Services Agency (CBSA) also requests that members destroy their old cards as they will no longer be valid.

To avoid any disruption in service, it is strongly recommended that you re-apply six months before your current card expires. If you attempt to use an expired CDRP card at the border, the carrier company will receive an Administrative Monetary Penalty (AMP).

Having the form on the CBSA Web site saves you time by allowing you to fill in your personal information in advance of arriving at the border. You can download, save and print your TDC, with the mandatory fields already electronically completed. Then, when you are ready to cross back into Canada, all that is left to do is complete the declaration in writing (using a black pen) or electronically, sign the printed form and drop it in the secure TDC collection box to complete your passage into Canada. The TDC boxes are conveniently located near the border services officers’ booths in the Trusted Traveller designated lanes in the land mode and near the self-serve NEXUS and CANPASS Air kiosks in the air mode.

By strengthening its partnerships with other countries, the CBSA is pushing the border out and improving its ability to assess risks in advance of shipments arriving in Canada. While these arrangements better secure the marine trade chain, they do not alter current business processes or impose additional costs on the marine trade community.
