This new Guide provides potential recipients of EU funding for research and innovation with the practical information they need to access this funding. It also provides decision-makers with a full picture of all the funding opportunities available until 2013. The complexity of the present landscape has led us to propose to bring together the full range of research and innovation financing instruments within a common strategic framework under the future multi-annual financial framework. With a common set of simplified rules and procedures and a single set of funding instruments, it offers the potential to make EU funding more effective and increase its impact, while making it easier to access for participants. The Common Strategic Framework for EU research and innovation funding, together with revamped structural funds while allow us to swiftly move forward with the implementation of the Europe 2020 strategy.

Ce nouveau guide présente les bénéficiaires potentiels du financement de l'UE de la recherche et de l'innovation ainsi que les informations pratiques dont ils auront besoin pour accéder à ce financement. Il offre également aux décideurs politiques une image complète de toutes les possibilités de financement disponibles jusqu'en 2013. La complexité du paysage actuel nous a poussé à proposer de rassembler la gamme complète d'instruments de financement de la recherche et de l'innovation au sein d'un cadre stratégique commun au titre du cadre financier pluriannuel à venir. Avec un ensemble commun de règles et de procédures simplifiées et un seul ensemble d'instruments de financement, ce guide a le potentiel de rendre le financement de l'UE encore plus efficace et d'augmenter son impact tout en en facilitant l'accès pour ses participants. Le cadre stratégique commun pour le financement de la recherche et de l'innovation dans l'UE, associé aux Fonds structurels réorganisés, nous permettra d'avancer rapidement vers la mise en œuvre de la stratégie Europe 2020.

Mit Hilfe gemeinsamer vereinfachter Regeln und Verfahren sowie einer Reihe von Finanzierungsinstrumenten ermöglicht er die effektivere Nutzung der EU-Finanzmittel und einen Ausbau ihrer Reichweite bei gleichzeitig einfacherem Zugang für die Antragsteller. Die gemeinsame Strategie für die EU-Finanzierung von Forschung und Innovation ermöglicht uns zusammen mit den überarbeiteten Strukturfonds eine schnelle Umsetzung der Strategie „Europa 2020“.

Fornisce inoltre ai responsabili delle decisioni una panoramica completa di tutte le opportunità di finanziamento fino al 2013. La complessità dell'attuale scenario ci ha spinti a proporre di riunire tutta la gamma di strumenti di finanziamento per la ricerca e l'innovazione in un unico quadro strategico nell'ambito del futuro quadro finanziario pluriannuale. Con una serie di regole e procedure comuni semplificate e un unico insieme di strumenti di finanziamento, tale quadro strategico potrebbe rendere i finanziamenti dell'UE più efficienti e aumentarne l'impatto, facilitando allo stesso tempo l'accesso per i partecipanti. Przedstawia również decydentom pełny obraz wszystkich instrumentów finansowania dostępnych do roku 2013. Złożoność obecnego obrazu skłoniła nas do zaproponowania, by zebrać cały zbiór instrumentów finansowania badań naukowych i innowacji we wspólne strategiczne i wieloletnie ramy finansowe w przyszłości. Wspólny zestaw uproszczonych zasad i procedur oraz jeden zestaw instrumentów finansowania stwarza możliwość poprawy efektywności funduszy UE i zwiększenia ich oddziaływania, ułatwiając jednocześnie uczestnikom dostęp do nich.
