The pupils' state of knowledge and skills is assessed at the end of the penultimate year of lower-secondary school. Many adolescents experience difficulties at the transition from compulsory education to upper-secondary education. From 2006 to 2010, cantons, the Confederation and professional organisations implemented the Nahtstelle project (interface project) in order to analyse problems and to take measures for improvement of the transition from compulsory education to upper-secondary education. Examples of messures of the Nahtstelle project include: improvement of career selection processes, better coordination between the requirements of lower-secondary education and those of upper-secondary education, early identification and support of problem students already in compulsory education (case management), and identification of success factors for adolescents with difficult initial conditions to successfully get through vocational education and training (VET). The measures designed to improve the transition between compulsory education and upper-secondary education are continuing. By 2015, the proportion of people under the age of 25 who have successfully completed upper-secondary education is to be raised from today's level of 90%, to 95%.

There are baccalaureate schools in all cantons. The Confederation and the cantons jointly regulate the recognition of baccalaureate schools. A new core curriculum, a system with compulsory subjects, one freely chosen main specialism and one freely chosen secondary specialism and the student's obligation to write and present a Baccalaureate essay were introduced. The Baccalaureate reform was evaluated in two stages (2002-2004 and 2005-2008) in the EVAMAR project.

The SUC has two forms of assembly (Plenary Assembly and Higher Education Council) and is the supreme body of the Confederation and cantons on higher education policy. It is responsible for nationwide coordination of Federal and cantonal policy on higher education. The Plenary Assembly deals with matters relating to the rights and responsibilities of the Confederation and all cantons belonging to the Higher Education Concordat. Its powers include determining reference costs and contribution categories as well as making recommendations on grants and loans. The Higher Education Council deals with matters relating to the tasks of the higher education governing bodies. Its powers include, amongst others: Enactment of legislation, for example regulation of study levels and transitions between them, uniform designation of titles, permeability and mobility, and recognition of qualifications. The Swiss Conference of Cantonal Ministers of Education (EDK) remains responsible for nationwide recognition of qualifications from universities of teacher education; the basis is the Concordat on Recognition of Diplomas from 1993.

Le passage entre les degrés se fait de manière flexible, selon le développement de l'enfant. Une équipe pluridisciplinaire enseigne à des classes multiâges selon le principe du team teaching. Die Kantone entscheiden darüber, wie sie die ersten Schuljahre organisieren (Kindergarten, Grund- oder Basisstufe). Mehrere Deutschschweizer Kantone haben in einem gemeinsamen Projekt die Neugestaltung der Schuleingangsstufe erprobt.

Il passaggio tra questi livelli è attuato in modo flessibile, secondo lo stadio di sviluppo del bambino. Le classi accolgono bambini di età diversa. I docenti lavorano in gruppo col metodo dell’insegnamento cooperativo. Non vi è alcun taglio netto tra la scuola dell’infanzia e il livello elementare, i bambini sono avvicinati progressivamente all’apprendimento scolastico e ai fondamenti delle competenze sociali. In presenza di uno sviluppo del bambino sufficiente, l’apprendimento scolastico dovrebbe poter cominciare fin da subito. Il passaggio dall’apprendimento tramite il gioco all’apprendimento sistematico è fluido. I Cantoni decidono come organizzare i primi anni di scuola (scuola dell’infanzia, ciclo elementare). Diversi Cantoni della Svizzera tedesca hanno sperimentato in un progetto comune la riorganizzazione del ciclo elementare.

The cantons contribute to the further development and governance of vocational and professional education and training. They are responsible for the implementation of federal legislation and supervise vocational and professional education and training. The cantons' responsibilities in the field of VET include among others, apprenticeship marketing. The various tasks are usually performed by the cantonal VET/PET offices, which are subordinated to the cantonal departments of education or, in seldom cases, the cantonal departments of economics. At the intercantonal level, the heads of VET/PET offices form the Conference of Swiss VET/PET Offices (SBBK), which supports coordination and cooperation in vocational and professional education and training and thus also the implementation of federal law in the cantons and regions. The SBBK is a specialist agency within the Swiss Conference of Cantonal Ministers of Education (EDK). The cantons are responsible for operating cantonal centers for occupational, educational and career guidance. The Swiss Service Centre for Vocational Training, Study and Career Counselling (SDBB) has been established since 2007. It offers services for occupational, educational and career guidance, the cantons have legally to provide for by the Federal Vocational and Professional Education and Training Act. The cantons (as well as private bodies) run the VET/PET institutions.

Die Berufsbildung von Menschen mit besonderem Bildungsbedarf und die Integration von Menschen mit Behinderung in die Arbeitswelt sind heute wichtige Themen. Neben den nationalen Behörden (Staatssekretariat für Bildung, Forschung und Innovation [SBFI], Bundesamt für Sozialversicherung [BSV]) und den Kantonen engagieren sich auch die Verbände (INSOS) stark in der beruflichen Integration. Gemäss dem Bundesgesetz über die Berufsbildung (BBG) sind die Kantone nach Ende der obligatorischen Schulzeit verpflichtet Jugendliche mit Bildungsdefiziten auf die berufliche Grundbildung vorzubereiten. Als "Überbrückung" von der Sekundarstufe I zur Sekundarstufe II bieten die Kantone für Jugendlich ohne Anschlusslösung unterschiedliche berufsvorbereitende Massnahmen (z.B. Brückenangebote, Case Management, Berufsvorbereitungsjahr etc.) an.

EVAMAR II investigated whether the Baccalaureate schools provide students with sufficient preparation for studying at an university. The results of EVAMAR II are being incorporated into further development of the Baccalaureate. The State Secretariat for Education, Research and Innovation (SERI) and the Swiss Conference of Cantonal Ministers of Education (EDK) are working together in this area.

EVAMAR I (2002-2004) a examiné la mise en œuvre de la réforme dans les cantons et les écoles. Les résultats ont abouti en 2007 à une révision partielle du règlement sur la reconnaissance de la maturité. Cette révision a consisté entre autres à renforcer les disciplines du domaine des sciences naturelles et à augmenter la valeur du travail de maturité dans l'évaluation. EVAMAR II (2005-2008) a examiné le degré de formation des élèves dans certains domaines (langue première, mathématiques, biologie) au moment de passer la maturité et analysé les travaux de maturité. In Switzerland, the adequate schooling of children and adolescents with special education needs and disabilities is laid down in law. Since 2008, special needs education has solely been the task of the cantons. This means that the cantons are responsible for the content, legalities and financing of special needs schooling. Due to this new task allocation, each canton is obliged to define the special needs education that it offers, along with the corresponding measures, in a special needs education concept. In the cantons, the following types of special needs schooling are offered.
