La présente réunion est une démonstration opportune de solidarité internationale. Je voudrais, en clôturant mon allocution, souligner l’importance de la coopération et de la consultation entre les différents acteurs internationaux concernés.
As we meet here today, we are reminded of a very welcome show of international solidarity. Let me, however, close my remarks by underscoring the importance of cooperation and consultation among the various international actors if we want our support to be effective, and avoid unhealthy competition and duplication.

22. Furthermore, and in reaction to the plans to organize the Crans Montana Forum in the city of Dakhla, the 24th Ordinary Session of the Assembly of the Union adopted a declaration on the issue [Assembly/AU/Decl.7(XXIV)]. In that declaration, the Assembly, having reaffirmed earlier AU decisions on Western Sahara and expressed support to my efforts and those of my Special Envoy, in coordination and complementarity with the efforts of the Personal Envoy of the UN Secretary-General, considered that the organization of any international conference in the current circumstances in Western Sahara is in contradiction with the efforts to resolve the conflict; urged Crans Montana and all other organizers to cancel the meeting; and called upon Member States and African civil society not to take part in the Forum. It should also be noted that, following reports that the UN was attending the Forum, which took place from 12 to 14 March 2015, the Secretariat denied those reports and underlined that the Secretary-General did not delegate anyone to represent him or the UN. The Secretariat further stressed that while Dakhla is described in Forum materials as a city in Morocco, the definitive status of Western Sahara is the object of a negotiating process being conducted under the auspices of the Secretary-General in accordance with the relevant UN resolutions.

Dans la décision Assembly/AU/Dec.536(XXIII) sur le rapport du Conseil de paix et de sécurité sur ses activités et l'état de la paix et de la sécurité en Afrique, la 23ème session ordinaire de la Conférence de l'Union, tenue à Malabo, en Guinée équatoriale, du 26 au 27 juin 2014, a réaffirmé la nécessité de redoubler d'efforts pour faciliter un règlement rapide du conflit permettant l'autodétermination du peuple du Sahara Occidental, conformément aux résolutions du Conseil de sécurité des Nations unies. La Conférence s’est également félicitée des consultations alors menées par mon Envoyé spécial avec des acteurs internationaux.
21. During the period under review, the policy organs have remained actively seized of the situation in Western Sahara. In decision Assembly/AU/Dec.536(XXIII) on the report of the Peace and Security Council on its Activities and the State of Peace and Security in Africa, the 23rd Ordinary Session of the Assembly of the Union, held in Malabo, Equatorial Guinea, from 26 to 27 June 2014, reiterated the need for renewed efforts to facilitate an early resolution of the conflict, which will provide for the self-determination of the people of Western Sahara in line with relevant UN Security Council resolutions. The Assembly also welcomed the consultations then being undertaken by my Special Envoy with international stakeholders. In decision Assembly/AU/Dec.559(XXIV) on the report of the Peace and Security Council on its Activities and the State of Peace and Security in Africa, the 24th Ordinary Session of the Assembly of the Union, held in Addis Ababa, from 30 to 31 January 2015, reiterated the UN Security Council calls to the Parties to continue negotiations without preconditions and in good faith, and expressed AU’s full support to the efforts of the UN Personal Envoy. The Assembly also welcomed the steps I had taken to follow up on the relevant decision of the Executive Council, and requested me to pursue my efforts, in order to mobilize the necessary support for the UN-led efforts.

Il me plaît d'informer le Conseil que, depuis mon dernier rapport, le Bénin et le Lesotho ont déposé leurs instruments de ratification du Protocole de 2004 à la Convention d’Alger sur la prévention et la lutte contre le terrorisme, les 11 et 17 octobre 2012, respectivement.
46. Critical to the success of the efforts being made is the early signature and ratification by the Member States that have not yet done so of all existing African and international instruments on terrorism. I am pleased to inform Council that, since my last report, Benin and Lesotho have deposited their instruments of ratification, 2004 Protocol to the Convention on the Prevention and combating of terrorism, on 11 and 17 October 2012, respectively. The Protocol requires one additional ratification to enter into force. I appeal, once again, to all Member States that have not yet done so to take steps to become parties to the Protocol and other relevant international instruments. Equally critical is the effective implementation of the commitments made, particularly with regard to information and intelligence sharing and joint monitoring of borders. I also appeal to the Member States that have not yet done so to designate Focal Points to ensure effective liaison with the ACSRT.

On my part, and in line with the relevant decisions of the AU policy organs, I will pursue and intensify the efforts already initiated by the Commission in order to foster an international engagement commensurate with the seriousness of the issue at hand. In so doing, the Commission is guided by the need to mobilize all the necessary support for the UN-led efforts, to break the current impasse and resolve the current conflict, which has lasted for far too long. In this respect, I intend, including through my Special Envoy and other appropriate arrangements, to step up the interaction with the Parties to the conflict, the neighboring States and other AU Member States, as well as with the UN and other relevant international stakeholders. The African continent, which, through the OAU, initiated the mediation process, stands to benefit immensely from the resolution of this conflict.

The successes recorded by AMISOM and the SNSF have come at a huge cost, as demonstrated most recently by the casualties sustained by the Ugandan People's Defence Forces (UPDF), the ENDF and the Burundi National Defence Forces (BNDF). I would like to commend the extraordinary determination of the women and men in uniform, as well as the civilian personnel of AMISOM, who continue to support the people and Government of Somalia in their efforts toward promoting peace, stability and reconciliation. I would like to reiterate my support to Special Representative Maman Sidikou and the entire leadership of the Mission for their dedication and tireless efforts. I also pay tribute to the SNSF for their courage and role. I renew my appreciation to IGAD and its Chair, Prime Minister Hailemariam Desalegn of Ethiopia, for their leadership and continued commitment to peace and reconciliation in Somalia.

51. As a result of the violence in Tripoli, the Commission, like other international organizations and diplomatic missions, was compelled to evacuate the staff of the AU Liaison Office in Tripoli. Pending the normalization of the situation. In order to ensure a close monitoring of the developments on the ground and facilitate interaction with the Libyan stakeholders, I intend to initiate consultations with the Tunisian authorities for the temporary relocation of the Office to Tunis. I would like to seize this opportunity to pay tribute to my Special Representative and Head of the Laision Office, as well as to the entire staff of the Office, for their hard work and contribution to the ongoing efforts in Libya.

The 4th ministerial meeting of the neighboring countries of Libya was held in Cairo, on 25 August 2014, in the presence of the AU Special Envoy and my Special Representative and Head of the AU Liaison Office in Libya, Mondher Rezgui. The meeting reaffirmed the following principles: respect of the unity, sovereignty, security and territorial integrity of Libya; non-interference in the internal affairs of Libya and preservation of its political independence, and commitment to inclusive dialogue, renunciation of violence and support to the political process. I renew the AU’s commitment to continue to work closely with the region and in coordination with the other concerned international actors, with a view to helping Libya, in the spirit of African solidarity, to overcome its current difficulties. I am encouraged by the recent productive consutations undertaken by my Special Envoy for Libya, Dileita Mohamed Dileita, during the visits he made to Libya, as well as to neighboring countries. 26. During the period under review, my Special Envoy for Libya, former Prime Minister of Djibouti Dileita Mohamed Dileita has remained engaged in the search for a solution to the crisis. On 30 October 2014 in Paris, together with the Special Envoys for Libya of the League of Arab States, the EU, France, Germany, Italy, Malta, Spain, Turkey, the United Kingdom and the United States, he met with the UN Special Representative and Head of UNSMIL. In addition, he took part in the three meetings of the ICG-L, held in Addis Ababa and Niamey, in December 2014, January and April 2015. On 4 December 2014, in Khartoum, Sudan, he participated in the 5th meeting of the Ministerial Committee of the neighbouring countries of Libya.

27. Du 22 au 26 mars 2015, mon Envoyé spécial s’est rendu à Tunis, en Tunisie, où il a rencontré le Premier ministre Habib Essid et le Ministre des Affaires étrangères Taieb Baccouche, qui ont tous les deux salué les efforts de l'UA et réitéré l'engagement de leur Gouvernement à renforcer sa coopération avec l'UA dans la recherche d'une solution politique durable à la crise en Libye, notamment à travers le mécanisme de coordination régionale établi par les pays voisins à Alger, le 28 mai 2014.

From 22 to 26 March 2015, my Special Envoy visited Tunis, Tunisia, where he met with Prime Minister Habib Essid and Foreign Affairs Minister, Taieb Baccouche, who both welcomed the AU’s efforts and expressed the commitment of their Government to step up its cooperation with the AU in the search for a lasting political solution to the crisis in Libya, notably through the regional coordination mechanism established by the neighbouring countries in Algiers on 28 May 2014. The visit of the Special Envoy took place against the backdrop of the deadly terrorist attack that targeted the Bardo National Museum in Tunis, on 18 March 2015. Both the Prime Minister and the Foreign Minister expressed concern about the threat that the IS and other affiliated terrorist groups pose to the stability of their country and to the region as a whole. During his stay in Tunis, the Special Envoy has also met with the leader of Ennahda party, Rached Ghanouchi, and solicited his advice on the best ways and means of dealing with the Libyan crisis. Mr. Ghanouchi expressed appreciation to the AU for its sincere commitment towards the Libyan people, and assured the Special Envoy of his continued willingness to work towards the stabilization of Libya.

25. Par ailleurs, une délégation du Centre africain d’Etude et de Recherche sur le Terrorisme (CAERT), dirigé par mon Représentant spécial pour la lutte contre le terrorisme, Francisco Caetano José Madeira, a effectué une visite de travail à Bamako, du 23 au 25 juin 2012.

Furthermore, a delegation of the African Centre for the Study and Research on Terrorism (ACSRT), led by my Special Representative for Counter-terrorism Cooperation, Francisco Caetano José Madeira, paid a working visit to Bamako, from 23 to 25 June 2012. The aim of the mission was to collect comprehensive information on terrorist activities and organized crime in the northern part of Mali and to identify the modalities for an appropriate support for the efforts being deployed to address these challenges. The delegation met the Prime Minister, the Ministers of Defense and Interior and the Director-General of State Security.

En conséquence, et sur la base de mes consultations actuelles et de mon interaction à venir avec toutes les parties prenantes, j'ai l'intention de présenter, en temps voulu, un rapport dans lequel je formulerai des propositions sur les voies et moyens les meilleurs par lesquels l'UA pourrait conjuguer ses efforts avec ceux des Nations unies, afin de faciliter la recherche d'une solution, à travers la libre expression de la volonté du peuple du Sahara occidental.
40. The OAU-AU, which played such a critical role in the early phase of the peace efforts, should step up its involvement. Accordingly, and on the basis of my current consultations and planned interaction with all stakeholders, I intend to submit, in due course, a report in which I will articulate proposals on how best the AU could join efforts with the United Nations to facilitate the search of a solution, through the free expression of the will of the people of the Western Sahara. A solution to the crisis will go a long way in enhancing Africa’s unity and integration and upholding the values which made the contemporary History of the continent. Pan-Africanism and African Renaissance demand no less.

20. On 1 November 2012, I appointed a new Special Representative for Somalia and Head of AMISOM, in the person of Ambassador Mahamat Salah Annadif, from Chad. A former AU Representative to the European Union (EU), in Brussels, Ambassador Annadif has an extensive diplomatic and public service experience, having, in particular, served as his country’s Foreign Minister. He replaced my previous Special Representative for Somalia, Ambassador Boubacar Gaoussou Diarra. Ambassador Annadif assumed duty in Mogadishu on 12 December 2012.

18. En juin 2014, j'ai nommé l'ancien Président du Mozambique, Joaquim Chissano, comme mon Envoyé spécial pour le Sahara Occidental. 18. In June 2014, I appointed former President Joaquim Chissano of Mozambique as my Special Envoy for Western Sahara. I requested him to undertake consultations with the permanent members of the UN Security Council and Spain, as well as with the UN Secretariat, on how best the AU can support international efforts to find a solution to the conflict on the basis of international legality and urge for renewed international engagement towards the resolution of the conflict in Western Sahara.

16. Mon Envoyé spécial a souhaité se rendre en Libye immédiatement après sa désignation, afin d’entreprendre des consultations avec le Gouvernement de ce pays et les autres acteurs concernés. Toutefois, en raison de contraintes de calendrier de la partie libyenne, cette visite n’a pu avoir lieu.
16. My Special Envoy expressed the wish to proceed to Libya immediately after his appointment, in order to hold consultations with the Libyan Government and the other concerned stakeholders. However, due to calendar constraints on the Libyan side, this visit could not take place. On the margins of the 23rd Ordinary Session of the Assembly of the Union, the Special Envoy met with the Libyan Foreign Minister, Mr. Mohamed Abdelaziz.

16. En mai 2013, j'ai présenté à la 23ème session ordinaire du Conseil exécutif, tenue à Addis Abéba, du 19 au 23 mai 2013, mon premier rapport intérimaire sur la situation au Sahara Occidental [EX.CL/788(XXIII)-Rev.1].

In May 2013, I submitted to the 23rd Ordinary Session of the Executive Council, held in Addis Ababa from 19 to 23 May 2013, my first progress report on the situation in Western Sahara [EX.CL/788(XXIII)-Rev.1]. On its part, the Executive Council adopted decision EX.CL/Dec.773(XXIII), in which it reiterated the OAU/AU’s earlier decisions and pronouncements on the situation in Western Sahara and requested me to pursue my efforts, including further consultations with the Parties, as well as continued interaction with the UN and other relevant international stakeholders.

25. Among others, there is the need for a sustained and enhanced support to AMISOM and the SNSF. I would like to reiterate the AU’s appreciation to the UN for the assistance rendered so far to AMISOM and to the Somali forces. I call on the UN to continue and enhance its support to AMISOM, bearing in mind that, in deploying a mission in Somalia, the AU is acting on behalf of the Security Council, which has primary responsibility for the maintenance of international peace and security. I look forward to the steps that would be taken to improve UNSOA overall support to AMISOM and the SNA, following the review conducted in August 2015. In this respect, I would like to stress that the provision of UNSOA support to AMISOM must be based on a dedicated capacity and on joint planning and coordination between UNSOA and AMISOM. I urge the Security Council to give a positive consideration to the recommendations made by the UN Secretary-General regarding the provision of a non-lethal support package to the SPF, as well as the extension of the SNA non-lethal support package to the Puntland forces. I express appreciation to the EU and to the partners, including the UK and the USA, for their continued support to AMISOM. I am confident that we can continue to rely on their support in the period ahead.

It is only fitting for me to pay tribute to the MISCA’s leadership and personnel, mindful as I am that no amount of words can express the debt owed to them by the AU and the African continent. You have filled us with pride and, through your actions, you have illustrated the growing capability of the African Union to act timeously and effectively in response to emergency situations on the ground. Be assured of our enduring gratitude. Allow me to seize this opportunity to express appreciation to my Special Representative and Head of MISCA, General Jean-Marie Michel Mokoko, as well as to the Force Commander and Police Commissioner, General Martin Chomu Tumenta and Colonel Patrice Ostangue Bengone for their leadership.

En application de cette décision, la Commission a poursuivi ses consultations avec les Nations unies et d'autres parties prenantes au sein de la communauté internationale, soulignant l'impératif d’un engagement international plus soutenu, afin de surmonter l'impasse dans laquelle se trouve le processus de paix.
17. As a follow up, the Commission continued its consultations with the UN and other stakeholders in the international community, stressing the imperative for increased international engagement, in order to overcome the impasse in the peace process. More specifically, I discussed the issue in New York, in September 2013, on the margins of the General Assembly, both with the UN Secretary-General and his Personal Envoy. Furthermore, on 2 December 2013, I sent letters to the Parties to transmit the decision adopted by the Executive Council and to inform them that the AU Senior Representative to MINURSO would liaise with them for further exchanges of views on the matter. I also wrote to the Ministers of Foreign Affairs of Algeria and Mauritania, as well as to the permanent members of the UN Security Council (China, France, Russia, United Kingdom and United States of America), Spain, as the former Administrative Power in Western Sahara, and the UN Secretary-General, to update them on AU’s efforts, including the decision adopted by the 23rd Ordinary Session of the Executive Council, and to inform them of my intention to send an Envoy to their respective capitals to exchange with them on the situation.
