«Notre continent ne peut être fort que si tous les Etats disposent des mêmes chances.» Dans son discours d’ouverture, Johann Schneider-Ammann, chef du Département fédéral de l’économie (DFE), a très bien résumé l’un des principaux objectifs de la contribution suisse à l’élargissement: la réduction des inégalités dans l’UE élargie ne profite pas qu’aux seuls pays concernés mais favorise la réalisation de l’objectif commun de stabilité et de paix sur tout le continent européen. Les inégalités créent des tensions, et les tensions des blocages.

«Unser Kontinent ist dann stark, wenn alle Staaten gleiche Chancen haben.» - Mit diesen Worten in seiner Eröffnungsrede brachte Johann Schneider-Ammann, Vorsteher des Eidgenössischen Volkswirtschaftsdepartements (EVD), einen der Hauptzwecke des Schweizer Erweiterungsbeitrags auf den Punkt: Der Abbau von Ungleichheiten in der erweiterten EU hilft nicht nur den betroffenen Ländern selber, sondern trägt wesentlich zu einem «lebenswerten, stabilen Kontinent bei», wie Schneider-Ammann sagte. Denn: «Ungleichheiten schaffen Spannungen, und Spannungen blockieren.»

«Il nostro Continente potrà dirsi forte quando tutti gli Stati potranno beneficiare delle medesime opportunità». Queste parole, pronunciate nel discorso d’apertura da Johann Schneider-Ammann, capo del Dipartimento federale dell'economia (DFE), hanno sintetizzato uno degli obiettivi principali del contributo svizzero all’ampliamento: la riduzione delle disparità nell’UE allargata non giova unicamente ai Paesi direttamente interessati, ma contribuisce anche a rendere «più vivibile e stabile l’intero Continente». Infatti, così Schneider-Ammann: «le disparità creano tensioni e le tensioni si traducono in situazioni di stallo».
