ITF dockers’ section secretary Sharon James said: “These two organisations are committed to working together to get the best outcome for dockworkers. European ports are the most productive in the world and the ETF and the IDC will stay united and vigilant in order to protect that productivity and ultimately to retain jobs and standards for the workers who are contributing to those high productivity levels.”

SINTRAJAP's breakthrough came with the help of widespread support from the ITF and its affiliates, and with the backing of workers throughout Costa Rica. Several affiliates wrote to the Costa Rican president or embassies to condemn the violent arrests of SINTRAJAP members at the terminals in October and to urge the government to enter into dialogue with the union over the future of the ports. They included the ILA in the USA, the FNV in the Netherlands, the National Federation of Indian Railwaymen, the Estonian Seamen’s Independent Union and the SIU, Canada.

Jordi Aragunde, IDC general coordinator, also welcomed the results of the meeting, saying it was designed to further joint efforts to aid and represent dockers worldwide. He added that it was a pleasure to see it result in such concrete outcomes.

The International Dockworkers Council (IDC) is a global trade union confederation, formally founded in Santa Cruz de Tenerife in 2000. It currently brings together more than 85,000 dockworkers on five continents, and works to defend workers and their jobs through training and continuous improvement of their working conditions.

The ITF and IDC also agreed to work together on campaigning and solidarity support to secure and maintain dockworkers' rights internationally, especially in the global terminal operating companies (GNTs), and managing the impact of automation, securing lashing work and respect for dockworkers’ jurisdiction.

The European Transport Workers’ Federation (ETF), the European arm of the ITF and the International Dockworkers’ Council – European zone (IDC-E), have met to discuss the latest developments in European Union ports policy, as well as the critical situations of Spain, Greece and Portugal.
La Fédération européenne des travailleurs du transport (ETF), l’antenne européenne de l’ITF, et le Conseil international des dockers – Europe (IDC-E) se sont rencontrés pour discuter des dernières évolutions en matière de politique portuaire dans l’Union européenne, ainsi que de la situation critique en Espagne, en Grèce et au Portugal.

The statement, jointly authored by ETF dockers’ section chair Terje Samuelsen and IDC coordinator for the European zone Anthony Tetard, welcomed the announcement from the European Commission that it does not intend to intervene on cargo-handling and port labour.
Après leur rencontre à Bruxelles, les deux organisations ont publié une déclaration présentant une analyse commune de la situation portuaire en Europe. Celle-ci, rédigée par le Secrétaire de la Section des dockers de l’ETF, Terje Samuelsen, et le Coordinateur de l’IDC pour l’Europe, Anthony Tetard, salue l’engagement donné par la Commission européenne de ne pas intervenir dans les secteurs de la manutention du fret et du travail portuaire. Les organisations s’inquiètent cependant des demandes incessantes formulées par les armateurs en faveur de la libéralisation du travail portuaire et, en outre, des tentatives menées au niveau national de fragiliser le mouvement syndical des dockers en Espagne, au Portugal et en Grèce.

During a meeting in Antwerp last week, unions affiliated to the European arm of the ITF, the European Transport Workers’ Federation (ETF), along with members of the International Dockworkers Council (IDC), were informed about the FNV Bondgenoten dispute with global network terminal operator (GNT) APM terminals, over CBA terms and conditions at the APMTR Maasvlakte II terminal.
Lors d’une réunion à Anvers la semaine dernière, les syndicats affiliés au bras européen de l’ITF, la Fédération européenne des travailleurs des transports (ETF), ainsi que des membres du Conseil international de dockers (IDC), ont été informés du conflit entre FNV Bondgenoten et l’opérateur de réseaux de terminaux mondiaux (GNT) APM Terminals ; ce conflit concerne les conditions et modalités de la convention collective couvrant le terminal APMTR Maasvlakte II.
Mitgliedsorganisationen der Europäischen Transportarbeiter-Föderation (ETF), des europäischen Arms der ITF, und Mitglieder des Internationalen Hafenarbeiterrats (International Dockers' Council – IDC) wurden in der vergangenen Woche bei einem Treffen in Antwerpen über den Arbeitskonflikt der FNV Bondgenoten mit dem globalen Netzwerk-Terminalbetreiber APM Terminals informiert, bei dem es um Kollektivvertragsbedingungen im APMTR Terminal Maasvlakte II geht.
En una reunión que se celebró la semana pasada en Amberes, se informó a los sindicatos afiliados a la Federación Europea de Trabajadores del Transporte (ETF), rama europea de la ITF, y a los miembros del Consejo Internacional de Trabajadores Portuarios (IDC), del conflicto que existe entre FNV Bondgenoten y el operador de la red mundial de terminales portuarias (GNT) APM, por los términos y condiciones del convenio colectivo de trabajo de la terminal APMTR Maasvlakte II.
В ходе встречи в Антверпене на прошлой неделе членские организации ЕФТ, европейского подразделения МФТ, вместе с членами Международного совета докеров (IDC) заслушали информацию о трудовом споре профсоюза FNV Bondgenoten с компанией APM terminals, оператором ГСТ, из-за условий и положений нового коллективного договора для работников Терминала II - APMTR Maasvlakte.

It is regarded by the ILA as a major success for their chief negotiator, Harold J. Daggett, who directed his first wage scale negotiations since being elected president of the 35,000 member union in July 2011. He had vowed then to fight aggressively against ILA members being displaced by automation and new technology; to recapture ILA jobs lost to a weakening of jurisdictional language; to end outsourcing of traditional ILA work; and to improve and protect ILA members' wages, health benefits, safety and training.

Jordi Aragunde, IDC General Coordinator added “We are certainly not dropping our guard: we are all very busy supporting members in Spain. Our aim is to support them gaining the right to a fair reform of port labour. They are not opposing the reform, but some of the terms set by the government are not acceptable: we are convinced port labour can be reformed without the need for huge job losses and replacing stable employment with precarious jobs.”

Notre objectif, c’est de les aider à obtenir le droit à une réforme portuaire équitable. Ils n’y sont pas opposés, mais certaines conditions posées par le gouvernement sont inacceptables : nous sommes convaincus que la réforme peut se faire sans pertes d’emploi massives ni précarisation. »
Der allgemeine IDC-Koordinator Jordi Aragunde fügte hinzu: "Wir werden in unserer Wachsamkeit auf keinen Fall nachlassen. Wir alle engagieren uns gerade intensiv für unsere Mitglieder in Spanien. Unser Ziel ist es, sie bei der Durchsetzung des Rechts auf eine gerechte Neuordnung der Hafenarbeit zu unterstützen. Sie sind nicht grundsätzlich gegen die Reform, aber einige der von der Regierung vorgegebenen Bestimmungen sind inakzeptabel. Wir sind überzeugt, dass eine Neuordnung der Hafenarbeit nicht unbedingt mit massivem Stellenabbau und der Einführung prekärer Beschäftigungsverhältnisse anstelle von stabilen Arbeitsplätzen einhergehen muss."
Jordi Aragunde, coordinador general de la IDC, añade: "No bajaremos la guardia en modo alguno: seguimos dispuestos a apoyar a nuestros miembros españoles. Nuestro objetivo es ayudarles a obtener el derecho a una reforma portuaria equitativa.  No se oponen a la reforma sino algunas condiciones que quiere imponer el gobierno y que son inaceptables: estamos convencidos de que se puede llevar a cabo una reforma portuaria sin necesidad de destruir tantos puestos de trabajo y de sustituir los empleos estables por trabajos precarios”.
Jordi Aragunde, Coordenador Geral da IDC, acrescentou: "Nós certamente não estamos deixando cair a guarda: todos nós estamos muito ocupados apoiando os membros da Espanha. O nosso objetivo é apoiá-los para que consigam uma reforma justa do trabalho portuário. Não é que eles se oponham à reforma, mas alguns dos termos estabelecidos pelo governo não são aceitáveis: estamos convencidos de que o trabalho portuário pode ser reformado sem a necessidade de grandes perdas de emprego e de trocar o emprego estável pelo emprego precário ".
وأضاف المنسق العام للـIDC جوردي أراغوندي قائلاً: "إننا بالتأكيد لا نتخلى عن دعمنا: ونحن متواصلون بتقديم الدعم لأعضائنا في إسبانيا. وهدفنا هو دعمهم. للحصول على حقهم في إصلاح عادل للعمل في الموانئ. إنهم ليسوا ضد الإصلاح، ولكن بعض الشروط التي وضعتها الحكومة غير مقبولة: نحن على قناعة بأنه من الممكن إصلاح سوق العمل في الموانئ دون الحاجة إلى فقدان عدد كبير من الوظائف ودون الحاجة إلى استبدال العمالة المستقرة بوظائف مؤقتة."
Джорди Арагундэ, общий координатор Международного совета докеров, добавил: «Мы никоим образом не теряем бдительности: мы по-прежнему упорно работаем в поддержку наших членов в Испании. Наша задача - помочь им добиться права на справедливую реформу портового рынка труда. Они не возражают против реформы, но некоторые выдвинутые правительством условия неприемлемы: мы убеждены, что портовый рынок труда можно реформировать без крупномасштабных сокращений и замены стабильной занятости ненадежными рабочими местами».

The ETF and IDC heard reports that the bargaining process has been frozen, and that employers have attempted to establish a new labour pool of non-union workers to replace existing professional dockworkers.
Les conditions de travail des dockers portugais, notamment ceux du port de Lisbonne, sont en détérioration constante depuis l’adoption par le gouvernement de la nouvelle Loi portuaire le 1er février de cette année. L’ETF et l’IDC ont appris que le processus de négociation a été suspendu et que les employeurs ont tenté d’établir un nouveau bassin de main d’œuvre composé de travailleurs non syndiqués pour remplacer les dockers professionnels existants. En outre, 47 dockers du port de Lisbonne auraient été licenciés sans raisons légitimes.
Seit der Verabschiedung des neuen Hafengesetzes am 1. Februar 2013 haben sich die Bedingungen der portugiesischen Hafenbeschäftigten stetig verschlechtert. Dem Vernehmen nach wurden die Kollektivverhandlungen eingefroren und die Arbeitgeber versuchen, die vorhandenen fachlich qualifizierten Hafenbeschäftigten durch nicht gewerkschaftlich organisierte Arbeitskräfte zu ersetzen. Darüber hinaus wurden 47 Beschäftigte im Lissabonner Hafen offenbar ohne rechtmäßigen Grund entlassen.
Las condiciones laborales del personal de estiba, en particular en el puerto de Lisboa, llevan deteriorándose desde que el gobierno portugués aprobó una nueva ley portuaria, el 1º de febrero de 2013. La ETF y la IDC fueron informadas sobre la congelación del proceso de negociación y el intento de la patronal de establecer un nuevo registro de mano de obra portuaria, no sindicalizada, mediante el cual pretende sustituir a los profesionales portuarios actuales. Por si esto fuera poco, 47 portuarios del puerto de Lisboa fueron despedidos sin una razón procedente.
Условия работы португальских докеров, особенно тех, кто работает в порту Лиссабон, постоянно ухудшаются с тех пор, как правительство приняло новый Закон о портах 1 февраля 2013 года. В ЕФТ и совет докеров IDC поступили сообщения о том, что процесс коллективных переговоров заморожен, а работодатели попытались создать новый кадровый резерв из тех, кто не состоит в профсоюзе, взамен работающих в порту профессиональных докеров. Кроме того, по сообщениям 47 докеров в порту Лиссабон были уволены без уважительной причины.

Leaders of the ITF and IDC (International Dockworkers’ Council) met in Barcelona, Spain, at the end of last week to look at ways the two organisations can work together to defend dockworkers’ rights.
La semaine dernière, des représentants de l’ITF et de l’IDC (Conseil international des dockers) se sont réunis à Barcelone (Espagne) pour étudier comment leurs deux organisations peuvent œuvrer ensemble à la défense des droits des dockers.
Führende Vertreter/innen der ITF und des Internationalen Hafenarbeiterrats (International Dockers' Council – IDC) trafen Ende letzter Woche zu einer eintägigen Sitzung in Spanien zusammen, um Möglichkeiten der Zusammenarbeit für die Verteidigung der Rechte von Hafenbeschäftigten zu eruieren.
Líderes de la ITF y del IDC (Consejo Internacional de Estibadores) se reunieron en Barcelona a finales de la semana pasada para estudiar la forma en la que las dos organizaciones pueden cooperar en torno a la defensa de los derechos de los trabajadores y trabajadoras portuarios.
