Since 1996, the Centre for Intercultural Learning has helped prepare members of the Royal Canadian Mounted Police who will serve in the UN civilian police (CIVPOL) in troubled areas such as Kosovo, Bosnia, Timor-Leste, Sierra Leone and Guinea. What began as a two-hour cultural "briefing" has evolved into a full two-day course. Most recently, the Centre delivered a course to 46 police officers leaving on mission to Haiti. "With the support of the Canadian International Development Agency (CIDA), we are able to maintain and strengthen the long-term partnership we have with the RCMP and meet the particular learning needs of these participants.", says Suzanne Montford, the Centre's Learning Specialist responsible for the course. " The two-day pre-departure training is designed to build the intercultural knowledge and skills for any overseas assignment plus specific competencies required to undertake a CIVPOL mandate."

Bruno Saccomani (Dawson College, Montréal, 1979) has had a varied career serving with the Royal Canadian Mounted Police. Mr. Saccomani began his career in 1985 as a criminal investigator in British Columbia. He also held positions in the RCMP Drugs Section and as a senior investigator before being assigned to the prime minister’s security detail in Ottawa in 1996. Following an assignment as special investigator in the Immigration and Passport Division, Mr. Saccomani was promoted to the commissioned ranks of inspector and then prime minister’s travel officer. Mr. Saccomani has served abroad as an assistant liaison officer in both Italy and Thailand. In addition, Mr. Saccomani has been involved in many major international projects, including coordinating police activities in preparation for a G-8 summit in Italy and working with diverse international partners to provide a cohesive security response following the events of September 11, 2001, in the United States. Most recently, Mr. Saccomani was the officer in charge of the prime minister’s protection detail. Mr. Saccomani replaces Mark Gwozdecky.

2.4.1 The GR Section is faced with important resource limitations and will need to align resources with priorities and programming workload. Based on comparable missions in the region, the number of positions in the GR Section is low. The Mission was unsuccessful with its request in August 2005 for two additional LES positions in the Section; one LE-07 Officer and one LE-05 Assistant. This request was based on converting two vacant Driver positions and using the savings from the deleted 40% shared CBS position with the RCMP to fund two new positions.

Funded through Canada’s Anti-Crime Capacity Building Program (ACCBP) and implemented by the Royal Canadian Mounted Police, the courses will enhance the DNCD’s ability to investigate transnational organized criminal activity, leading to increased convictions in the Dominican Republic.

Since February 2005, the Royal Canadian Mounted Police (RCMP) has put in place a commissioned officer who provides functional oversight of its anti-corruption programs. The bribery of foreign public officials is now specifically referenced in the RCMP Commercial Crime Program’s mandate. The RCMP has the capability to track CFPOA cases being handled by the Force and is confident that credible allegations reported to other law enforcement agencies or Canadian foreign missions will be reported through to the RCMP. The Department of Justice gathers information on prosecution of offences under the CFPOA.

Canada’s Global Partnership Program is providing $550,000 worth of equipment that will enhance the Colombian National Police’s capacity to respond to a chemical, biological, radiological or nuclear (CBRN) terrorism threat. The equipment, which includes CBRN detection equipment and protective masks and suits, will greatly increase the capacity of the Colombian National Police’s chemical, biological, radiological, nuclear and explosives (CBRNE) unit in Bogotá, as well as regional outposts in Colombia, to respond effectively to a CBRN threat. This contribution builds on RCMP-led CBRN training that was delivered to more than 40 first responders by members of Canada’s National CBRNE Response Team in late 2012. The equipment is being delivered in advance of follow-up CBRN training for Colombia’s first responders in late 2013.

5.2.2 A review of staffing actions was conducted and files were found to be well maintained and containing proper documentation. In a few instances, interview scoring sheets were not always retained and placed on file. The Mission also maintains good classification files but a number of reclassification actions have been outstanding for long periods of time, awaiting the action of SMC or RSA. A classification action involving the RCMP Assistant Position had been approved by the Classification Committee eight months before the Audit visit, but was still awaiting action by SMC. Overall, a good file structure is in place, with files for each employee and position number. Overtime and leave are also well tracked and controlled.

1.1.1 Singapore is an actively managed Mission under the enthusiastic leadership of a HOM who places considerable emphasis on team building. In the case of Mission-wide issues, she strongly encourages all managers to participate in the decision making process. She is well respected by her staff. The role of the HOM is made more complex in that the Mission, with a large cross-section of OGDs having regional responsibilities and incurring significant travel, operates much like a regional hub. In addition to the DFAIT Programs, Finance, Agriculture and Agri-Food Canada, International Development, Solicitor General, RCMP, and Citizenship and Immigration Canada are represented in the Mission. Singapore is also the Hub Mission for Brunei for Administrative purposes. As well, the Mission covers for the Spoke HOM when he is away. This can pose problems for Singapore, particularly when he is away for any extended period of time. Also attached to the HOM position, is a significant representational responsibility with some 60 National Days to attend annually.

On June 30, 2009, Foreign Affairs and International Trade Canada (DFAIT) conducted a stakeholder consultation on the Anti-Counterfeiting Trade Agreement (ACTA), as it pertained to counterfeit and substandard medicines. The purpose of the consulation was to continue discussing the issues related to counterfeit and substandard medicines, which were raised at the previous consultation on April 6, 2009. A range of interested stakeholders were in attendance, including representatives from academia, industry, and non-governmental organizations. The roundtable was chaired by Canada’s ACTA chief negotiator Mr. Douglas George, Director, Intellectual Property, at DFAIT. In addition, government representatives from Industry Canada, Canada Border Services Agency (CBSA), Royal Canadian Mounted Police (RCMP), Health Canada, and Public Safety Canada also participated.
