These tasks were made all the more complex by the conflicting combination of priorities and responsibilities of security intelligence investigations as compared to police work. Two different Commissions, one chaired by Justice Mackenzie in 1969 and the other by Justice McDonald in 1977, recommended that the security intelligence functions be separated from the RCMP and that a civilian service be formed to carry out those functions. Both commissions recognized that the problem of balancing the need for accurate and effective security intelligence with the need to respect democratic rights and freedoms could not be adequately resolved as long as security intelligence responsibilities remained part of the federal police force.

The Dominion Police, with its developing security intelligence function, was amalgamated with the 2,500 members of the Royal North West Mounted Police in 1920 to form the Royal Canadian Mounted Police (RCMP). Between the two world wars, the security intelligence function remained small and inconspicuous. At headquarters in 1939, it employed three members and two stenographers, with field units in the larger cities investigating threats such as the fascist movement. The espionage activity related to the Second World War, and the subsequent defection of Soviet cypher clerk Igor Gouzenko in September 1945, removed any thoughts the government might have had about reducing the security intelligence function to pre-war levels.

Polygraph machines of this vintage were used by the RCMP Security Service since their development in 1974. Prior to that time, the various models of polygraph machines used around the world were strictly pneumatic. A model similar to this one was purchased by CSIS in 1985 when the Service implemented an in-house polygraph program for both administrative and operational applications. It was used continuously until 1994 at which time the Service switched over to digital or computerized polygraph technology.

During the Cold War era, the RCMP Security Service and, in 1984, its successor CSIS waged a war of wits with various foreign spy agencies. Both sides relied heavily on the use of technological gadgets to uncover espionage activities. In an effort to preserve the history of these activities, CSIS has assembled a collection of artifacts from the Cold War era, providing a rare glimpse of a part of Canada's history that has always remained in the shadows.

For the Government of Canada, it became clear from the Gouzenko revelations that key employees had been recruited by the Russians. A Royal Commission investigating the disclosures confirmed the government's suspicions and recommended the establishment of a security screening program to prevent disloyal or potentially disloyal persons - the enemy within - from penetrating the public service. As East and West drifted further apart, the efforts of the RCMP intensified; they mounted a strong counter-espionage offensive.

CSIS reports to and advises the Government of Canada. CSIS intelligence is shared with a number of other federal government agencies and departments, including the RCMP and the departments of Foreign Affairs and International Trade, Citizenship and Immigration, and of National Defence. As well, CSIS has arrangements to exchange security-related information with other countries. The vast majority of these arrangements deal with visa vetting. A small number deal with exchanges of information collected by CSIS in its investigation of threats to national security.

One important change, that has been introduced in the past few years, from a security screening point of view, is the adoption of Front End Screening (FES) for all refugee claimants to Canada. FES is a government initiative to ensure that all refugee claimants arriving in Canada are checked against CSIS and RCMP records before they are sent to the Immigration and Refugee Board. The initiative was implemented to identify and filter potential security and criminal cases from the refugee claimant stream as early as possible in the determination process. Prior to FES, CSIS did not screen refugee claimants.

Beginning in November 2001, the Government of Canada adopted a new policy which requires that all refugee claimants to Canada be subject to Refugee Claimant Screening. This process involves checking refugee claimants against CSIS and RCMP records at the beginning of their determination process and in advance of Immigration and Refugee Board (IRB) hearings. The purpose of the program is to identify and filter potential security and criminal cases as early as possible in the refugee protection determination process. The Refugee Claimant Screening program is conducted by the Security Screening Branch of the Canadian Security Intelligence Service (CSIS) for the purpose of providing security-related advice to the Minister of Citizenship and Immigration (CIC).

Among the key elements of our work are our cooperative relationships with foreign intelligence services and law enforcement agencies such as the Royal Canadian Mounted Police (RCMP), with whom we exchange information on an ongoing basis. The strategic intelligence data collected by CSIS is particularly useful for Canadian law enforcement agencies, which have the lead role in the fight against transnational crime within Canada. Strategic intelligence provides police agencies with a comprehensive view of the threat environment, an assessment of the extent of the threat, and identification of the areas at risk-all of which allow law enforcement agencies to be proactive in their efforts against transnational crime. CSIS is often able to provide police agencies with timely, tactical information that is geared toward action in the field, leading to arrests and prosecutions. The RCMP depends on threat assessments to determine the level of security required to protect foreign diplomatic missions and Canadian VIPs. The Department of Foreign Affairs and International Trade uses these threat assessments to determine the proper level of protection required for Canadian missions and personnel overseas. Transport Canada uses the assessments when considering security concerns for the travelling public.

Simply put, terrorism (the planning or use of politically motivated serious violence) and espionage (undeclared foreign intelligence activity in Canada and detrimental to the interests of Canada) are the two major threats which CSIS investigates. Terrorism and espionage can have criminal implications. In such cases, the RCMP investigates and can lay the appropriate criminal charges.
