As part of the $222 million allocated to maritime security in Budget 2005, the Coast Guard and the RCMP will receive funding for the acquisition and operation of four new mid-shore patrol vessels to undertake joint maritime security patrols on the Great Lakes-St. Lawrence Seaway system. In addition, the multi-agency approach will expand existing co-operation between the Canadian Coast Guard / Canadian Forces in the area of maritime domain awareness and marine traffic data collection in Canadian waters and beyond.

Graduates of the Fishery Officer training program completed 17 weeks of classroom training and a nine week enforcement component at the RCMP Depot. Skills acquired during training range from fish identification and habitat conservation to conducting patrols and using various enforcement methods. Cadets also learn federal fisheries and habitat policies and legislation, as well as communications techniques and the basics of the Canadian judicial system. The new fishery officers will now be posted to field offices across Canada where they will undertake 30 months of practical field training.

DFO adopted the "Framework for Change Management" that was articulated by TBS. In addition, the Department decided to utilize the change strategy that was articulated in a planning document prepared by the RCMP. A FIS Change Management Working Group has also been established and a Plan for Change Management for FIS was developed. This framework also incorporates a provision for Engaging Managers. Coastal Marine Security Operations Centres (MSOCs), located on the east and west coasts, represent an integrated approach to marine security with participation from National Defence, the RCMP, the Canadian Coast Guard, Transport Canada and the Canada Border Services Agency. The envisioned function of the coastal MSOCs is to fuse and share surveillance information, within allowed legal parameters, in a timely manner for the production of actionable intelligence in the realm of national and marine security. This capability supports an organized response to potential threats and avoids duplication of both efforts and resources.

PSI is an international initiative that attempts to prevent the proliferation of weapons of mass destruction through intelligence and information-sharing between participants, and can lead to the maritime interdiction of vessels of interest. In addition to DND/CF, a broad range of departments and agencies support Canada's participation, including DFAIT, Public Safety, the RCMP, CBSA, CSIS and Transport Canada.
