The model of gold open access changes how the publication of articles is paid for: from paying for access to articles to paying for publishing of an article. Researchers who are affiliated with a university or medical centre can follow the agreements as made within the big deal negotiations. Researchers without such an affiliation will be required to pay for the publication of an article. Of course, they too benefit from the open access transition to freely accessible publications.

With the gold open access, the valuable elements in the publication process are retained in any case. Scientific publishers work with scientists who assess the quality of the articles of their peers: peer review. The quality of an article determines the journal in which it can be published as well as its impact. Today's system of publishers' peer reviews, plus the fact that the journals affiliated with publishers are already widely known in the respective scientific disciplines, mean that we want the transition to open access to be a joint effort with the existing publishers. This approach will also avoid the creation of any unnecessary additional infrastructure.

In his letter to Parliament, Secretary of State Dekker made a clear choice in favour of the gold route, making reference to Dame Finch's report published in the UK. Universities point out that this route is ultimately preferable but that it is not without its problems and is sure to lead to significant extra costs. Costs that will have to be borne primarily by the universities. In the transition phase universities will also have to pay for the scientific and academic output from other countries, via subscriptions and licences, although they will not have to pay for articles written by their own scientific and academic staff.
