Mar sínitheoirí chuig an Chairt, ainmníonn na Stáit na teangacha a bheidh clúdaithe faoin Chairt agus na teangacha a bheidh curtha isteach faoi Chuid 3 (Baineann Cuid 2 leis na teangacha ainmnithe uile).
In signing up to the Charter, States specify which language(s) are to be covered under the Charter and which language(s) qualify for inclusion under Part 3 (Part 2 of the Charter applies to all designated languages). Thus, Irish and Ulster-Scots are covered under Part 2 of the Charter, while Part 3 of the Charter applies only to Irish. Within Part 3, States are required to select a minimum of 35 provisions to be applied to the language(s) in question, from a total of 68 provisions. As noted previously, the British Government has ratified 36 paragraphs of the charter.  In 2007, POBAL published our detailed proposals for a strengthened ratification instrument of Part 3 of the Charter in respect of Irish.
  Na hEalaíona Gaeilge - ...
cuid mhór ag tarlú fud fad na hÉireann i dtaca leis na healaíona Gaeilge ach níl comhordú nó deiseanna forbartha san earnáil mar gheall ar easpa chomhordaithe. Dá dheasca sin, ní bhíonn na deiseanna céanna i gcónaí ag ealaíontóirí a oibríonn trí mheán na Gaeilge.
There is a lot happening at present in the Irish Language Arts throughout Ireland but a lack of coordination is hampering development opportunities in the field. As a result, Irish language artists may be losing out on opportunities. In 2005 POBAL sent out a consultation to the sector. It was found that Irish language artists and providers were experiencing particular difficulties, such as: funding and assistance, finding and filling employment opportunities in the sector, developing audiences, adding to training opportunities and skills development, raising the image of Irish language Arts locally, nationally and internationally. The proposals that were strongly identified through the consultation process were used to formulate a 3 year plan for Irish Language Arts in Ireland.
