The Canadian Forces play a leading role in enforcing our sovereignty and providing security throughout Canada's ocean areas. In addition to monitoring Canada's coastline, the longest of any nation in the world, the department of National Defence and the Canadian Forces support other federal partners such as the RCMP and the Canadian Coast Guard in tracking and intercepting vessels violating Canadian law.

Soon after the DVI Haiti mission started, ante-mortem dental records soon became an issue. The RCMP have no dental professionals on staff, and were sending the dental documentation received from local dentists directly to Haiti. Not only did processing the ante-mortem records cause extra work for the deployed dental officer, but the records provided were not always adequate. The answer was to set up an ante-mortem dental section at 1 Dental Unit Detachment (1DU Det) St-Jean.

In response to the earthquake, the Department of Foreign Affairs and International Trade (DFAIT) initiated a Disaster Victim Identification (DVI) mission to identify the remains of Canadian citizens, to allow them to be repatriated to Canada. Due to transportation and accommodation constraints each DVI team was restricted to 6 members. The Royal Canadian Mounted Police (RCMP) provided 4 officers with identification experience and arranged for a police officer from a provincial or city force and a forensic pathologist to join each team. After the RCMP and DFAIT officially requested the CFDS to provide a forensic odontologist, Major Les Campbell, Major Ellen Sim and Major Tim Pohlman took turns serving as the forensic odontologist with the DVI Team for two-week rotations.

“since it is neither high sea nor territorial sea as normally understood.”162 While the AWPPA and UNCLOS may afford jurisdiction to enforce the pollution prevention regulations, it simultaneously remains ocean space in which foreign warships may conduct operations unmolested. Any use of Canadian warships to support law enforcement activities in these zones must be measured against the possibility of inadvertent escalation of risk by operating in the same ocean space as foreign warships escorting commercial vessels in their legitimate exercise of freedom of the seas.

From June to August of 2004, the Canadian Forces deployed about 500 personnel and six CH-146 Griffon helicopters to Haiti, as part of Op HALO, to assist the United Nations sanctioned multinational force in bringing stability to the country. A dental team was deployed to Haiti with Op HALO to provide dental services to CF members, as well as to RCMP and Canadian civilian employees. The detachment worked under canvas as part of the Advanced Surgical Team facility. Severe rainstorms flooded the tents on several occasions, but no damage was done to the equipment and the mission continued uninterrupted.

The Detachment Commander, Major Jacques Girard, was already forensic trained and on standby for a possible deployment with the DVI Team. Major Richard Groves travelled to St-Jean to conduct a workshop for the remaining dental officers in the detachment (Captains Corey Felix, Patrick Dorion and Benoit Charette) and to help get the section started. The RCMP then brought all ante-mortem dental records to 1 DU Det St-Jean, where they were processed, electronic duplicates made, and returned to the RCMP to forward to Haiti. When inadequate dental records were received, the RCMP could be informed immediately, instead of days later when they arrived in Haiti.

In the following days, at the request of the Nunavut Coroner, dental personnel from the CFDS assisted the RCMP in what is referred to as a Disaster Victim Identification (DVI) operation. Finger prints and dental examinations of the 12 souls who had unfortunately passed away in the accident were initially attempted in Resolute Bay prior to the bodies being flown to Ottawa. Over the next week CF dental personnel in Ottawa teamed with local and Nunavut RCMP as well as forensic pathologists out of the Ottawa General Hospital to identify all those who had perished, ensuring families could receive their loved ones and begin the grieving process.
