Greenhouse gas emissions decreased from the year before in 2011In 2011, Finland's greenhouse gas emissions amounted to 66.8 million tonnes of carbon dioxide (CO2 eq.). They declined by a total of 7.7 million carbon dioxide tonnes from the year before, falling below the commitment level of the Kyoto Protocol by around six per cent. The data are based on the preliminary report to be submitted by Statistics Finland to the European Commission on 15 January 2013 concerning emissions in 2011.

Description of indicator

Annual reporting of emissions of the greenhouse gases specified in the Kyoto Protocol to the Secretariat of the UNFCCC comprises emission calculations in a common form (CRF tables) and a related background report (National Inventory Report). Statistics Finland is the national entity responsible for the greenhouse gas inventory in Finland.

Participation in military crisis management operationsThe number of persons participating in military crisis management operations has decreased since the early 2000s. Participation is regulated by costs, which have risen significantly due to operations that take place far away from Finland (Afghanistan, Chad, Mali).  Security risks involved in operations increase the costs further, since in order to manage these risks, higher requirements are set on the personal equipment of troops and military personnel. The nature of the operations has also changed which has led to participation with smaller and more capable troops involving less personnel. Operations run for shorter periods of time which accentuates the relatively high costs of setting up and concluding military operations (participation of minelayer Pohjanmaa in the ATALANTA operation). Since May 2012, Finland has deployed a maximum of 200 persons to the UNIFIL operation which increased the total strength of participating personnel. On the other hand, Finland decreased the number of persons participating in the ISAF operation in Afghanistan in November 2012.

In accordance with the Act on Military Crisis Management, Finland may participate in international military crisis management authorised by the United Nations (UN) Security Council, or exceptionally in other international military crisis management, with the purpose of maintaining or restoring international peace and security or supporting humanitarian assistance operations or protecting the civilian population, taking into account the purposes and principles of the Charter of the United Nations (Finnish Treaty Series 1/1956) and other rules of international law. The implementing party for crisis management referred to in this Act may be the UN, the Organization for Security and Cooperation in Europe (OSCE), the European Union (EU) or some other international organisation or group of countries.
