As per Order 99-434, competitors of the incumbent local exchange carriers (ILECs), including out-of-territory affiliates of the ILECs, Broadcasting Distribution Undertakings (BDUs) and BDU affiliates who provide or offer to provide IXPL services to at least one customer at DS-3 or greater bandwidth, using terrestrial facilities from a company other than the ILEC or an affiliate of the ILEC, must file a form 243 identifying the routes, using proper exchange names (exchanges as per tariff), over which they provide or offer to provide IXPL services fulfilling the above-noted criteria.

Selon l'ordonnance 99-434, les concurrents des entreprises de services locaux titulaires (ESLT), y compris les affiliées des ESLT situées dans un autre territoire, les entreprises de distribution de radiodiffusion (EDR) et les affiliées des EDR qui fournissent ou offrent des services de liaison spécialisée intercirconscriptions (LSI) à au moins un abonné, à la largeur de bande DS-3 ou à une largeur de bande supérieure et au moyen d'installations terrestres d'une entreprise autre que l'ESLT ou d'une affiliée de l'ESLT en question, doivent présenter le formulaire 243 en indiquant les routes et les noms exacts des circonscriptions (circonscriptions par tarif), sur lesquelles ils fournissent ou offrent des services LSI, tout en respectant les critères susmentionnés. Les rapports doivent inclure toutes les routes qu'un concurrent a précédemment déclarées.
