La DPT, le PPT et son personnel ne semblent pas faire à notre profession la place qui lui revient. J'ai l'impression qu'il doit y avoir des objectifs individuels ou collectifs qui motivent cette exclusion à la direction.

Within the TPD, the TPP, and its staff, there appears to be a lack of inclusion of our profession. It is my interpretation that there must be a personal or group agenda that drives this directorate. One wonders whose best interests are being protected and to whom this directorate is accountable.

Here, what you're dealing with is a system where the public is taking on faith that the TPD is doing a good job. It may well be doing a good job, but we just don't know it, because we can't see how that decision-making process is going on. And when you couple that lack of transparency with the fact that between 50% and 70% of the costs of running the TPD are now coming from cost recovery, or user fees from the drug companies, you create an enormous perception, whether it's true or not, of conflict of interest.

Depuis cinq ans, MEDEC collabore avec les fonctionnaires de la direction des produits thérapeutiques pour résoudre ces problèmes et aider à trouver des façons d'améliorer l'efficacité des examens. D'autres groupes d'intéressés ont également exprimé leurs préoccupations et ont fait un effort concerté avec MEDEC pour aider la DPT à résoudre le problème.

MEDEC has for the past five years worked with the bureaucrats at the Therapeutic Products Directorate to resolve the concerns and assist in finding ways to improve the efficiency of review. Other stakeholder groups have expressed their concern and have made a concerted effort with MEDEC to assist TPD.

Mme King a dit quelque chose qui m'a marqué. Il est tout à fait vrai qu'au sein du ministère de la Santé et de la DPT, certaines priorités sont contradictoires. On demande à des scientifiques très compétents et pleins de bonnes intentions de faire des choses qui n'ont rien à voir avec l'examen et l'approbation des présentations de médicaments.

I picked up on one of the things Dr. King said. It's very true, there are conflicting priorities within the Department of Health and within the TPD. There are things that come along that those very capable scientists, well-intentioned scientists, are asked to do, which are not the review and approval of drug submissions.

Je ne sais combien d'entre vous ont dû aller voir leur médecin parce qu'ils se sont fait une entaille d'une façon ou d'une autre et que celui-ci leur a demandé s'ils avaient eu leur rappel de DPT dans les 12 derniers mois.

You say you don't know. So the problem with conventional vaccines is that they wear out. Back in 1994, as part of the federal government's program review, the therapeutic products program, now the therapeutic products directorate, or TPD, began a consultation process that resulted in the implementation of annual fees for the renewal of drug identification numbers, manufacturing establishment licences, and fees for the evaluation of drug submissions. These are not small amounts of money. The fees for the evaluation of a drug submission can easily amount to $250,000, and in 2002 the aggregate fees collected by Health Canada cost recovery would be in the neighbourhood of $40 million.

Mr. Philip Waddington: Sure. The only one that's gazetted is the one for sites, and that was that by January upcoming, two years after the implementation of the regulations, people who are manufacturing, packaging, labelling, or importing natural health products would have to have the site licences. For product licences, there was a series of dates that we were implementing through a compliance policy that started off with more complicated products, the combination products, the ones that were initially banned, as you would put it, by TPD under the new drugs list. Then we moved on to the extracts, the multiple-ingredient products. Right now we're in a period where the next deadline is January 1 for herbal products. Following that, there are vitamin-minerals, and homeopathic products are unfolding under that.
