Show text Show cached source Open source URL	Le message sur la réforme des chemins de fer 2 de 2005 prévoyait ainsi d'instituer un organe d'attribution des sillons indépendant des EF, proposition toutefois rejetée par le Parlement. Ce contretemps a alors amené les CFF, le BLS et le SOB à externaliser leurs services d'attribution des sillons vers un organe commun et indépendant.

This communication was rejected by Parliament however. The delays this caused induced SBB, BLS and SOB to outsource the allocation of their train paths to a joint independent body. Accordingly, at the beginning of 2006, and in conjunction with the Swiss Public Transport Operators' Association, these railways together founded Trasse Schweiz AG (trasse.ch).

La riforma è stata però respinta dal Parlamento. To strengthen its independence, it was recommended that the ownership of trasse.ch be transferred to the confederation and that the train path allocation body be enshrined in law. The Federal Council therefore proposes that trasse.ch be transferred to an independent federal agency subject to public law. Moreover, the authority of the path allocation body will be strengthened to ensure that its ability to carry out its task independently and without discrimination remains beyond doubt.

Zudem sollen die Kompetenzen der Trassenvergabestelle dahingehend gestärkt werden, dass sie ihren Auftrag ohne jeglichen Zweifel diskriminierungsfrei und unabhängig erfüllen kann.

Per rafforzare l'indipendenza, è previsto che la proprietà di traccia.ch sarà trasferita alla Confederazione e che l'organo di attribuzione delle tracce sarà ancorato nella legge. A tale scopo il Consiglio federale propone di trasformare traccia.ch in un ente di diritto pubblico indipendente. Inoltre è opportuno rafforzare le competenze dell'organo di attribuzione delle tracce in modo che possa adempiere il suo compito in modo manifestamente indiscriminato e indipendente.
