Mommsen, che fu ad Isernia nel 1844, osservò l'epigrafe AE PONT nella fontana della Concezione, ma nella sua straordinaria precisione, non mancò di annotare che essa proveniva dalla fontana del mercato. A questo punto dobbiamo ritenere che le nostre conoscenze sulla Fontana Fraterna vadano aggiornate; essa, infatti, ha avuto una vita travagliata. Fu edificata senza dubbio con materiale di spoglio proveniente dai monumenti d'epoca romana, ma anche con pezzi lapidei di epoche successive.

While, we know the origin of the other two Roman inscriptions on the "Fontana Fraterna"; as the canonical Vincenzo Piccoli asserts on a manuscript of 1824 kept in the Record Office of Naples, you can see the lapidary inscription AE PONT in the "market fountain", while the other epigraph, D.M.S. FUNDANIAE SECURAE PESCENNIUS SECURUS NEC IMMERITO exists in the "fountain of the Conception".

Conosciamo invece la provenienza delle altre due iscrizioni d'epoca romana visibili nella Fontana Fraterna; come asserisce il canonico Vincenzo  Piccoli in un manoscritto del 1824 conservato nell'Archivio  di stato di Napoli, l'iscrizione lapidaria AE PONT "si vede nella fontana del mercato", mentre l'altra epigrafe D.M.S. FUNDANIAE SECURAE PESCENNIUS SECURUS NEC IMMERITO, "esiste nella fontana della Concezione.

From below, there is a series of smooth fillets (the one on the left is a Roman-epoch and fragmentary epigraph with the letters AE PONT, while in the centre there is a mat decorated with dolphins and a Roman-age flower, probably coming from a sepulchral building), then there is a median fillet with a series of six round arches supported, on the left side, by little circular columns and on the right side, by little octagonal columns.

La fontana è articolata in tre fasce sovrapposte. A partire dal basso, vi è una serie di lastre liscie (una lastra posta sulla sinistra è certamente di epoca romana ed è un'epigrafe frammentaria con le lettere AE PONT, mentre al centro è presente un lastrone decorato con delfini e un fiore, anch'esso d'epoca romana, probabilmente proveniente da un edificio sepolcrale), poi vi è una fascia mediana con una serie di sei archi a tutto sesto sorretti, sul lato sinistro, da colonnine circolari e, sul lato destro, da colonnine ottagone.
