To facilitate the exchange of information between the political body and the science and technology authorities and to establish clear communication channels, COMCYT agreed to recommend that all member states of the Organization of American States (OAS) designate, through their National Liaison Organ (ONE), a National Organ on Science and Technology (ONCYT), whenever possible, which will be the institution or person that will represent that member state at COMCYT meetings. It was also agreed to recommend that the OAS Permanent Missions designate a point of contact for science and technology issues within their Missions and, if possible, a backup for when the first contact is not available. This leads to adopting a way of management that can also successfully overcome the tremendous restrictions that small scale imposes upon any productive venture. Greater scale facilitates accessing a higher threshold of opportunities. The fact is that apart from accessing markets far beyond the local one, a medium scale venture can count on differentiated management areas, among others, administration, sales, product development, training, finances, external relations. It would no longer be an isolated person or family, compelled to do a little bit of everything, limited in reach and effectiveness, facing the challenges of the touristic activity. Nor would it be an association of small producers that in many cases is created to merge wills and represent interests, but that has not been designed and structured to effectively manage an economic initiative that has to make room for itself among many other actors of a globalized world.

Isto implica adotar uma forma de gestão que ademais logre superar a tremenda restrição que a pequena escala impõe a qualquer empreendimento produtivo. Maior escala facilita acessar um umbral superior de oportunidades. É que ademais de acessar mercados além do local, um empreendimento médio pode contar com áreas diferenciadas de gestão, entre outras, administração, vendas, desenvolvimento de produtos, capacitação, finanças, relações externas. Já não seria uma pessoa ou família isolada, obrigada a fazer um pouco de tudo, limitada quanto ao alcance e efetividade, a que enfrenta os desafios da atividade turística, nem tão pouco uma associação que em muitos casos é criada para unir vontades e representar interesses mas que não foi desenhada e estruturada para gerir com efetividade uma iniciativa econômica que tem que fazer para si um lugar entre muitos outros atores de um mundo globalizado.

To facilitate the exchange of information between the political body and the science and technology authorities and to establish clear communication channels, COMCYT agreed to recommend that all member states of the Organization of American States (OAS) designate, through their National Liaison Organ (ONE), a National Organ on Science and Technology (ONCYT), whenever possible, which will be the institution or person that will represent that member state at COMCYT meetings. It was also agreed to recommend that the OAS Permanent Missions designate a point of contact for science and technology issues within their Missions and, if possible, a backup for when the first contact is not available. Finally, the Committee agreed that the information on these contacts (institutions or people) should be sent, as soon as possible, to the Technical Secretariat of COMCYT at the OAS Office of Science and Technology, so that these lists could be drawn up and published on a web page. If possible, all points of contact should provide e-mail addresses (several if possible) to facilitate the communication flow.

Para facilitar el intercambio de información entre el cuerpo político y las autoridades de Ciencia y Tecnología, y establecer canales claros de comunicación, la COMCYT acordó recomendar que todos los Estados miembros de la Organización de los Estados Americanos (OEA) designen, a través de su Organo Nacional de Enlace (ONE), un Organismo Nacional de Ciencia y Tecnología (ONCYT) si es posible, que será la institución o persona que representará a dicho Estado miembro en las reuniones de la COMCYT. También se acordó recomendar que cada Misión Permanente ante la OEA designe un punto de contacto dentro de dicha Misión encargado de los temas de Ciencia y Tecnología, y en lo posible también un suplente para el caso de que dicha persona no se encuentre presente. Finalmente, se acordó que la información de estos contactos (instituciones o personas) sea transferida, en cuanto sea posible, a la Secretaría Técnica de la COMCYT en la Oficina de Ciencia y Tecnología de la OEA, para que se establezcan las listas correspondientes y las mismas sean publicadas en una página en el Internet. De ser posible, todos los puntos de contacto, deberán suministrar direcciones de correo electrónico (varias de ser posible) para facilitar el flujo de comunicación.

If the film is trimmed down from its original size, it is necessary to save the hotspot, i.e. avoid cutting away the relevant image zone. Filmmakers unwilling to compromise and simply trim the film or scale it down to postage stamp size produce several variants of the scene with the best hotspot selected for each appropriate format. Desktop themes, for example, can be produced with extreme aspect ratios up to 5:1 and the protagonists distributed across the screen. For an attractive display on smartphones, the actors can be brought closer together.

Blüht dem Film ein Beschneiden seiner Ursprungsgrösse, gilt es, den Hotspot zu retten, sprich ein Wegschneiden der relevanten Bildzone zu vermeiden. Wer keine Kompromisse machen will und seinen Film nicht einfach beschneiden oder auf Briefmarkengrösse skalieren will, der dreht die Szene in verschiedene Varianten und wählt den besten Hotspot für das entsprechende Format. So kann man z.B. für Desktop Designs extreme Seitenverhältnisse bis zu 5:1 produzieren und seine Protagonisten breit übers Bild verteilen. Für eine attraktive Darstellung auf dem Smartphone rückt man seine Darsteller näher zusammen.

Mums tas izdevās. Secinājumus izdarīsim tuvākajās dienās, bet šķiet, ka esam uz pareizā ceļa. Un tas, ka vasarā ir pastrādāts kārtīgi, jutām katrs personīgi. Nebija tāds fiziskais nogurums kāds kādreiz. Un droši varam teikt, ka mums ir kārtīga fiziskā bāze,’’ atklāj Andris Šics.

The National Park Service, the custodian of The Wall, calls it the most popular tourist attraction in the Nation’s Capital. Some visitors linger for hours, others stroll past the names and hurry on past to other pursuits. Many come to find the single name of a spouse, a loved one, a buddy, someone from their hometown. More than 58,000 names, together etched in single monument to their courage and sacrifice. Among those names are Puerto Rico’s three Medal of Honor winners from the Vietnam War, Carlos J. Lozada, Euripides Rubio and Hector Santiago Colon, their names inscribed with the other 240 posthumously recipients of the Nation’s highest honor.

Hay más de 58,000 nombres grabados en el monumento que conmemora su valor y sacrificio. Entre esos nombres se encuentran tres puertorriqueños que recibieron la Medalla de Honor por su servicio durante la Guerra de Vietnam: Carlos J. Lozada, Eurípides Rubio y Héctor Santiago Colón. Sus nombres aparecen junto con los de otros 240 hombres y mujeres que recibieron, en forma póstuma, la mayor condecoración que se confiere en la nación.
