In seiner Regierungszeit wurde Napoleon mitsamt des liberalen Gedankenguts der Französischen Revolution besiegt – doch liberale Bestrebungen waren in Russland auf fruchtbaren Boden gestoßen. Angehörige unterschiedlichster sozialer Schichten forderten politische Reformen. Eine Gruppe von Dissidenten organisierte in der russischen Hauptstadt St. Petersburg einen bewaffneten Aufstand – sie protestierten gegen die Krönung von Zar Nikolaus I als Erbe Alexanders. Sie kritisierten seine konservative Einstellung, lehnten den Eid ab und verlangten die Abschaffung der Leibeigenschaft. Der Aufstand wurde mit Gewalt niedergeschlagen und viele Aufständische ins sibirische Exil verschickt, wo sie gemeinsam mit ihren Frauen hingingen. Da sie kulturell und aufklärerisch gebildet waren, trugen sie wesentlich zur Entwicklung von Irkutsk und zur Verbreitung reformistischer und progressiver Ideen in Sibirien bei. Das Museum ist in den ehemaligen Gütern der Fürsten Trubetskoy und Volkonsky, zweier Dezembristen, untergebracht und zeigt unter anderem auch persönliche Gegenstände, Dokumente und privates Mobiliar der beiden.

Durante o seu reinado, Napoleão e as idéias liberais da Revolução Francesa foram derrotados militarmente, mas o sentimento liberal havia penetrado na Rússia, onde muitas pessoas de diferentes classes sociais começaram a exigir a reforma política. Um grupo de descontentes começou uma insurreição armada em São Petersburgo, então capital da Rússia, contra a coroação de Nicolau I, sucessor de Alexandre. Criticaram seu conservadorismo, recusaram jurar lealdade a ele e apelaram pela abolição da escravatura. A revolta foi reprimida com grande violência, e muitos dos participantes foram condenados a longas penas de exílio na Sibéria, junto com suas esposas. Como eram provenientes de classes cultas da população, contribuíram muito para o desenvolvimento de Irkutsk e pela difusão de idéias liberais e reformistas na Sibéria. O museu abriga as mansões de dois dos Decembristas: o príncipe Volkonsky e o Trubetskoy, e as coleções incluem objetos pessoais, documentos e mobiliário.

"If these metals were laid up in any tower in the kingdom it would raise a jealousy of the Prince and Senate, and give birth to that foolish mistrust into which the people are apt to fall—a jealousy of their intending to sacrifice the interest of the public to their own private advantage. They find pearls on their coasts, and diamonds and carbuncles on their rocks; they do not look after them, but, if they find them by chance, they polish them, and with them they adorn their children, who are delighted with them, and glory in them during their childhood; but when they grow to years, and see that none but children use such baubles, they of their own accord, without being bid by their parents, lay them aside, and would be as much ashamed to use them afterwards as children among us, when they come to years, are of their puppets and other toys.
