Dutch universities are happy that open access to scientific and academic publications has the explicit support and attention of the Dutch government. Universities accept that the 'gold route' that Secretary of State Dekker wants to follow is ultimately the most future-proof. At the same time, in a letter to the trustees the institutions refer to the risk of significant additional costs for universities, the importance of the right agreements with publishers and the starting point for an international level playing field.

Kortweg zijn er twee routes van open access: een gouden en een groene route. De groene route is gebaseerd op ‘zelfarchivering’. Na publicatie plaatst een onderzoeker een artikel in een ‘repository’ (meestal van de universiteit) waarmee de publicatie vrij toegankelijk wordt voor de rest van de wereld.

In short, there are two routes to open access: a gold route and a green route. The green route is based on 'self-archiving'. After publication a researcher places an article in a repository (mostly belonging to the university), making the publication freely accessible to the rest of the world. Associated with this, publishers do sometimes stipulate an embargo period, during which the article can only be read in a journal. In the gold route the publication is made directly freely available via the publisher's website. On acceptance of the article the researcher or his/her employer pays a certain amount to the publisher for this.

Het gouden model van open access verandert de systematiek rondom betalen voor artikelen. Van betalen voor toegang tot artikelen ga je naar betalen voor het publiceren. Voor onderzoekers die zijn aangesloten bij een universiteit of medisch centrum geldt dat zij zich kunnen aansluiten bij de afspraken zoals deze gemaakt worden in de big-deal onderhandelingen.

The model of gold open access changes how the publication of articles is paid for: from paying for access to articles to paying for publishing of an article. Researchers who are affiliated with a university or medical centre can follow the agreements as made within the big deal negotiations. Researchers without such an affiliation will be required to pay for the publication of an article. Of course, they too benefit from the open access transition to freely accessible publications.

In de brief van de staatsecretaris aan de Tweede Kamer maakt Dekker een duidelijke keuze voor de gouden route en verwijst hij daarbij naar het in Engeland verschenen rapport van Dame Finch. Universiteiten wijzen erop dat die route uiteindelijk de voorkeur heeft maar niet zonder problemen is en zeker tot forse extra kosten zal leiden.

In his letter to Parliament, Secretary of State Dekker made a clear choice in favour of the gold route, making reference to Dame Finch's report published in the UK. Universities point out that this route is ultimately preferable but that it is not without its problems and is sure to lead to significant extra costs. Costs that will have to be borne primarily by the universities. In the transition phase universities will also have to pay for the scientific and academic output from other countries, via subscriptions and licences, although they will not have to pay for articles written by their own scientific and academic staff.

Under this model, publications are made available online through the publishers' own platforms. That usually means the publisher is paid in advance to make an article freely accessible immediately. This payment is known as an APC, or Article Processing Charge. These APCs are paid by the researcher’s employer. An increasing number of research funders (including NWO, the Netherlands Organisation for Scientific Research) also provide funding for the payment of these APCs. Many consider the gold route to be the most sustainable route to open access, but for publishers still working under the subscription model it does require a change of business model. A growing number of publishers have already adopted the gold route.
