L’accord d’association entre la Grèce et la CEE date de 1961 mais le processus d’intégration européenne du pays est interrompu par une dictature qui va durer sept ans.

Despite the various economic problems, more and more countries expressed their desire to join the European Communities. Greece was the tenth country to accede. Although the Association Agreement between Greece and the EEC had been signed in 1961, the country’s European course was interrupted by a seven-year dictatorship. Following the restoration of democracy, Greece applied for full membership in 1975. The Accession Treaty was finally signed in Athens in May 1979 and Greece officially became an EEC member on 1 January 1981.

The 1957 Treaty of Rome laid down freedom of movement of workers (along with free movement of capital, goods and services). However, this only referred to workers moving between the original six member states. The much larger flows from outside the EEC were seen as a matter of national sovereignty. Governments regulated migration according to domestic interests, with the main emphasis on providing labour. After 1973, some governments – such as those of France and Germany - encouraged migrant workers to go home and tried unsuccessfully to prevent family reunion and permanent settlement.

The international situation in the early 1970s led to profound changes in Community development policy. The accession of the United Kingdom in 1973 created the need for a more effective cooperation framework with a much larger group of partners. These changes were reflected in the first Lome Convention (1975). This was also a time when cooperation links were strengthened with the countries of North Africa and the Middle East and the EEC began to reach out to Asia and Latin America. In the early 1980s, humanitarian aid was provided on an increased scale to more than 30 countries and thus became a key element of the EU's international presence.
