Der Bericht des überprüften Staates behandelt die Menschenrechtssituation unter Bezugnahme auf das Völkergewohnheitsrecht, die Verpflichtungen, die der Staat eingegangen ist, und bei Staaten, die Mitglied des Menschenrechtsrates sind, die freiwilligen Verpflichtungen, die sie bei der Aufnahme in den Rat eingegangen sind.

UN Observer States may participate in the review, including the interactive dialogue. Provided that they have accreditation to the UN, other stakeholders (such as international or non-governmental organisations) may attend the review, but are not entitled to take the floor. They may, however, give their opinion on the whole process during the adoption of the outcome document during the next Session of the Human Rights Council.

L'examen revêt la forme d'un dialogue interactif de trois heures et demie. Au cours de ce dialogue, les États membres de l’ONU adressent des recommandations à l'État examiné. Le rapport de l'État examiné porte sur la situation des droits de l’homme en relation avec le droit international coutumier, les engagements pris par cet État et, s’il s’agit d’un État membre du Conseil des droits de l’homme, les engagements volontaires pris lors de son accession au Conseil.

L’esame è in pratica un dialogo interattivo della durata di tre ore e mezzo nel corso del quale gli Stati membri dell’ONU sottopongono le loro raccomandazioni allo Stato esaminato. Il rapporto di quest'ultimo verte sulla situazione dei diritti dell’uomo in relazione al diritto internazionale consuetudinario, agli impegni assunti da tale Stato e, per gli Stati membri del Consiglio dei diritti dell’uomo, agli impegni volontari da lui assunti al momento dell'ingresso nel Consiglio.
