The multi-agency approach will see increased cooperation between the Canadian Coast Guard and the RCMP, including the operation of vessels with joint RCMP / Canadian Coast Guard crews. The Canadian Coast Guard will provide its expertise in the operation of vessels at sea and fleet management, while the RCMP will employ its constabulary powers as well as its anti-terrorism and criminal code enforcement mandate to enforce Canadian law. As part of the $222 million allocated to maritime security in Budget 2005, the Coast Guard and the RCMP will receive funding for the acquisition and operation of four new mid-shore patrol vessels to undertake joint maritime security patrols on the Great Lakes-St. Lawrence Seaway system. In addition, the multi-agency approach will expand existing co-operation between the Canadian Coast Guard / Canadian Forces in the area of maritime domain awareness and marine traffic data collection in Canadian waters and beyond.

Recruitment strategies for designated groups often require specialized approaches and skills. We found that many organizations (e.g. Royal Canadian Mounted Police (RCMP), DND, and the Bank of Montreal) have dedicated units to address the recruitment and retention of EE group members. The HR organization in DFO endeavors to provide this focus for the Department; however, sectors such as the CCG and Fisheries Management have more complex recruitment and retention issues that require a more specialized understanding of the organization and its work environment.

The RCMP, as the national federal police force mandated by Parliament, is the principal policing and investigative body for the Canadian government and is responsible for enforcing all federal statutes. The RCMP works to ensure the safety and security of Canadians and their institutions, domestically and globally. It focuses efforts on intelligence to prevent, detect and investigate national security threats, organized criminals and other criminal activity. Federal policing activities involve some of Canada's most sensitive international relationships in areas of greatest emerging threat to public safety, national security and the economy.

Currently there are no Government maritime security policies or initiatives relative to the retrofitting of a portion of the existing Coast Guard fleet with deck-mounted armament. However, should the Government deem it necessary in future to place armaments on selected Coast Guard vessels, such as the four RCMP/Coast Guard patrol vessels announced in Budget 2005, the Coast Guard would appropriately incorporate such a request into Coast Guard operations.

Marine Security Operation Centres (MSOC) bring together civilian and military interagency staff. Their purpose is to produce actionable intelligence, concentrating on national security, organized crime and other criminality and to communicate the information to the appropriate jurisdiction/decision-makers in a timely manner. In addition to MSOCs on the east and west coasts (led by DND), an MSOC has been established for the Great Lakes and St. Lawrence Seaway (led by the RCMP).

The FOCPP classroom training portion is approximately 17 weeks. Skills are acquired in areas such as fish identification, conducting patrols, communication, negotiation and enforcement methods in support of the department's mandate to conserve and protect fisheries resources. The training is delivered in government facilities such as the Coast Guard College in Sydney, Nova Scotia. The last nine-week component of the training is delivered at the RCMP Academy in Regina, Saskatchewan.

The Committee is recommending that the Canadian Coast Guard become a constabulary force with RCMP-like powers and armed capacity to enforce statutes and interdict and board vessels. In addition, like the Canadian Forces (CF), the Canadian Coast Guard would have a significant mandate for surveillance and the creation of maritime security intelligence. Essentially this suggests that the Government should take steps to ensure the evolution of the Canadian Coast Guard into an organization similar to the United States Coast Guard (USCG).

The other four vessels will be used in a joint program with the Royal Canadian Mounted Police (RCMP) to enhance maritime security along the Great Lakes - St. Lawrence Seaway system. Since this joint maritime security program was announced in Budget 2007, aging Coast Guard vessels have been performing duties on an interim basis. The new mid-shore patrol vessels will provide a permanent platform for the Coast Guard and RCMP Officers to do their work.
