Важнейшими стратегическими целями ELEA являлось присоединение к Международной Федерации Экспедиторских Ассоциаций (FIATA), а также внедрение в Эстонии Общих правил Эстонской Ассоциация Экспедиторов (ЕЕА), регулирующих отношений между экспедиторами и их клиентами. 6 мая 1995 года в сотрудничестве с Эстонской Торгово-Промышленной Палатой был подписан договор о внедрение Общих правил ЕЕА, которые вступили в силу 1 июля 1995 года. Общие правила являются аналогом Общих правил Экспедиторской Ассоциации Северных Стран и внедрены с ведома и по одобрению Экспедиторской Ассоциации Северных Стран. С 1 января 2001 года начали действовать новые Общие правила ELEA — ЕЕА ÜT 2000 аналогичные используемым в Северных странах NSAB 2000. С 1 января 2017 года начали действовать новые Общие правила ELEA — ЕLЕА ÜT 2015 аналогичные используемым в Северных странах NSAB 2015.

При преводи и плащания за трети страни – т.е. извън ЕС и ЕИП на суми, равни на или надвишаващи равностойността на 30 000 лева, банките изискват сведения и документи, доказващи основанието за плащане, съгласно Наредба № 28 на БНБ за информацията, събирана от банките при извършването на презгранични превои и плащания, както и задължително попълнена Декларация, съгласно Приложение към Наредбата, считано от 01.03.2013 г. Когато основанието за извършване на презграничен превод или плащане към трета страна не попада сред изброените в Наредба № 28, чл. 2, ал. 2 случаи, лицето представя друг документ, който удостоверява основанието и размера на превода или плащането. Когато лицето не разполага с документ, включително при превод по собствена сметка, както и когато основанието и размерът на превода се удостоверяват с електронен документ, възпроизведен на хартиен носител като заверен препис, наредителят декларира тези обстоятелства в специална Декларация – приложение към Наредба № 28. Тази Декларация се попълва и в случаите на превод, представляващ доход, подлежащ на облагане по реда на чл. 37 и 38 от ЗДДФЛ и по реда на чл- 194 и 195 от ЗКПО.

Una vegada inclòs en el sistema, el destinatari haurà d'accedir mitjançant certificat electrònic o DNI a una adreça electrònica habilitada (AEH) - bústia en Internet, similar a un compte de correu electrònic - on tindrà a la seua disposició les notificacions procedents de l'Agència Tributària. La notificació tindrà lloc quan el destinatari òbriga el text de la notificació o quan transcórreguen deu dies des de la seua posada a disposició en l'AEH sense ser oberta. Addicionalment, s'establirà un avís informal de notificació mitjançant correu electrònic per als destinataris que ho vulguen, si bé, este avís no tindrà efectes fins que la persona destionatària entre en l'AEH. En definitiva, es tracta d'un sistema més eficaç i segur per a totes dues parts, ja que es té la garantia que l'interessat rep la notificació, evitant els costos i les molèsties que comporta la notificació tradicional per correu o les trameses al butlletí.
