That's a tough one. A lot of the federal-provincial dynamic has taken place with the CCME, the Canadian Council of Ministers of the Environment. That has not been particularly productive at giving us environmental gains. It has probably led to better provincial-federal cooperation, but not to real environmental improvement. Unfortunately, a lot of the necessary cooperation to realize CEPA between the feds and the provinces has been focused in the CCME and not in CEPA.

C'est une question difficile. La dynamique fédérale-provinciale émane en partie du CCME, le Conseil canadien des ministres de l'environnement. Il ne nous a pas particulièrement donné de gains environnementaux mais a probablement amélioré la coopération fédérale-provinciale. Hélas, la coopération nécessaire entre les gouvernements fédéral et provinciaux pour mettre en oeuvre la LCPE a surtout été concentrée au CCME au lieu de la LCPE.

Compared with front-wheel drive, quattro drive generally incurs a certain increase in fuel consumption. quattro with ultra technology eliminates around 60 percent of this with its innovative technology. In cars with longitudinally mounted engines, it’s the only system that operates with two clutches. When it switches to front-wheel drive, the front one – a multi-plate clutch at the transmission output – decouples the prop shaft. A dog clutch in the rear gear unit disconnects the drive to the rear wheels. This means the crown wheel, the pinion shaft and the prop shaft all stop moving and thus don’t generate any drag losses.

Verglichen mit dem Frontantrieb bedingt der quattro-Antrieb generell einen gewissen Mehrver-brauch – der quattro mit ultra-Technologie eliminiert etwa 60 Prozent davon mit seiner inno- vativen Technik. Bei Autos mit Längsmotorisierung ist er das einzige System, das mit zwei Kupplungen arbeitet. Wenn er in den Frontantrieb wechselt, koppelt die vordere – eine Lamellenkupplung am Ausgang des Getriebes – die Kardanwelle ab. Zusätzlich trennt eine Klauenkupplung im Hinterachsgetriebe den Kraftschluss zu den Hinterrädern. Somit bleiben das Tellerrad, die Ritzelwelle und die Kardanwelle stehen und verursachen keine Schleppverluste.
