Dans la cinquantaine de pays qui pourront bénéficier de nouveaux crédits lors de la phase de transition de cette année, la RDC fait partie des quelques invités à participer à l’intégralité du processus et passera donc par toutes les étapes de la procédure de candidature, depuis la présentation d’une note conceptuelle jusqu’à la création d’une nouvelle subvention.

The Democratic Republic of Congo is one of the countries taking the lead in implementing the Global Fund’s new funding model that was launched last month. Among the 50 or so countries that will access new funding in a transition phase this year, the DRC is one of a handful invited to participate fully, going through all steps of the application process from submission of a concept note to creation of a new grant. At a gathering in Kinshasa, senior officials from DRC and the Global Fund discussed the context and dynamics of the new funding model, where US$130 million in additional funding has been identified for HIV programs and US$ 85 million for malaria. Those investments will support programs that provide a significant amount of antiretroviral drugs to HIV patients and provide millions of replacement mosquito nets to people trying to prevent the spread of malaria. The DRC’s Minister of Health, Dr Felix Kabange, cited the flexibility and the inclusive dialogue in the new funding model, and said he had already seen signs of it in preparatory work in recent months. “I have seen things change significantly, both in our way of discussing things and in the way of dealing with problems and defining priorities,” Kabange said. The DRC and the Global Fund had established a true partnership, he said. “We are engaged in a constructive dialogue, which cannot fail to lead to advances.”

La República Democrática del Congo (RDC) es uno de los primeros países que va a ejecutar el nuevo modelo de financiamiento que el Fondo Mundial puso en marcha el mes pasado. De los cerca de 50 países que accederán al nuevo financiamiento en una fase de transición este año, la RDC es uno de los países invitados a participar plenamente en el nuevo modelo pasando por todos los pasos que integran el proceso de solicitud, desde la presentación de una nota conceptual hasta la elaboración de una nueva subvención. En una reunión mantenida en Kinshasa, altos funcionarios de la RDC y del Fondo Mundial debatieron en torno al contexto y la dinámica del nuevo modelo de financiamiento, y pudieron asignar US$ 130 millones en fondos adicionales a programas del VIH y US$ 85 millones a acciones contra la malaria. Estas inversiones serán un fuerte apoyo para los programas que suministran una cantidad significativa de medicamentos antirretrovirales a pacientes de VIH y distribuyen millones de mosquiteros de repuesto a personas con el fin de evitar la propagación de la malaria. El Ministro de Salud de la RDC, el Dr. Felix Kabange, se refirió a la flexibilidad y el diálogo inclusivo que caracterizan al nuevo modelo de financiamiento, y dijo que ya había visto signos de este modelo en trabajos preparatorios llevados a cabo en los últimos meses. “He visto cambios importantes, tanto en nuestra manera de discutir las cuestiones como en la forma de tratar los problemas y definir las prioridades”, declaró Kabange. “La RDC y el Fondo Mundial habían establecido una verdadera asociación. Hemos entablado un diálogo constructivo que sólo puede traducirse en avances”.

Из пяти десятков стран, которые получат доступ к новому финансированию в переходный период в течение этого года, ДРК относится к числу немногих стран, приглашенных в полной мере принять участие во всех этапах процедуры представления запроса: от подачи концептуальной записки до создания нового гранта. Во время встречи в Киншасе высокопоставленные должностные лица ДРК и Глобального фонда обсудили контекст и динамику новой модели финансирования, в рамках которой, в качестве дополнительного финансирования, 130 млн. долл. США выделено для поддержки программ по ВИЧ и 85 млн. долл. США – на программы борьбы с малярией. Эти инвестиции предназначены для поддержки программ предоставления значительного количества антиретровирусных препаратов ВИЧ-положительным пациентам и программ распространения миллионов противомоскитных сеток для замены старых сеток в целях предотвращения распространения малярии. Министр здравоохранения ДРК д-р Феликс Кабанге отметил гибкий характер диалога, проведенного с участием широкого круга заинтересованных сторон в рамках реализации новой модели финансирования, и добавил, что в течение последних месяцев он наблюдал внедрение новой модели. «Я вижу значительные перемены в том, как мы обсуждаем вопросы, ищем решение проблем и определяем приоритеты, – сказал д-р Кабанге. – ДРК и Глобальный фонд сформировали подлинное партнерство. Мы ведем конструктивный диалог, который не может не привести к успеху».
