The European Union has also increasingly become an international actor, performing military and civilian crisis management, security sector reform, rule of law enforcement and border assistance missions both within and outside its immediate neighbourhood. Geographies include the Balkans, the Caucasus, Eastern Europe, the Mediterranean and the Middle East but also in far-away places such as the Democratic Republic of Congo (DRC) and Indonesia. The mid-2006 deployment of EU troops to the DRC drove home the point that sub-Saharan Africa will be a new focal point of EU security and outreach.

Die Europäische Union hat sich ebenfalls zunehmend zu einem internationalen Akteur entwickelt und ist sowohl innerhalb als auch außerhalb ihrer unmittelbaren Nachbarschaft mit militärischen und zivilen Krisenbewältigungsmaßnahmen, mit der Reform des Sicherheitssektors, mit der Durchsetzung von Recht und Ordnung sowie mit unterstützenden Grenzschutzmissionen befasst. Die Operationsgebiete der EU umfassen den Balkan, den Kaukasus, Osteuropa, den Mittelmeerraum und den Nahen Osten, aber auch weit entfernte Einsatzgebiete wie die Demokratische Republik Kongo und Indonesien. Als Mitte 2006 EU-Truppen in den Kongo entsandt wurden, war deutlich erkennbar, dass sich Afrika südlich der Sahara zu einem neuen Schwerpunkt der Sicherheits- und Außenpolitik der EU entwickeln wird.

También la Unión Europea se ha ido convirtiendo en un actor internacional, que realiza misiones civiles y militares de gestión de crisis, reforma del sector de la seguridad, consolidación del Estado de Derecho, y ayuda en la vigilancia fronteriza, tanto en países vecinos como en áreas más lejanas. Entre sus zonas de actuación se pueden mencionar los Balcanes, el Cáucaso, Europa Oriental, el Mediterráneo y Oriente Medio, así como lugares mucho más distantes como la República Democrática del Congo (RDC) e Indonesia. El despliegue de tropas de la UE a mediados de 2006 en la RDC demostró que el África Subsahariana va a ser uno de los ejes de la política de seguridad y asistencia de la UE.

Anche l’Unione Europea diviene sempre più un protagonista internazionale, compiendo missioni militari e civili di gestione delle crisi, di riforma del settore della sicurezza, di imposizione dello stato di diritto e di assistenza nel controllo dei confini sia tra i suoi immediati vicini che altrove. Geograficamente ciò riguarda i Balcani, il Caucaso, l’Europa orientale, il Mediterraneo ed il Medio Oriente - ma anche luoghi lontani come la Repubblica democratica del Congo (DRC) e l’Indonesia. Il dispiegamento di truppe UE nella DRC a metà 2006 ha reso evidente il concetto che l’Africa sub-sahariana sarà un nuovo punto focale della sicurezza e del “outreach” della UE.

A União Europeia também tem vindo a tornar-se cada vez mais um actor internacional, efectuando a gestão de crises a nível militar e civil, reformas no sector da segurança, a imposição do primado do direito e missões fronteiriças, tanto na sua vizinhança imediata como mais longe. Geograficamente, isso inclui os Balcãs, o Cáucaso, a Europa oriental, o Mediterrâneo e o Médio Oriente, mas também locais longínquos como a República Democrática do Congo (RDC) e a Indonésia. O destacamento de tropas da União Europeia para a República Democrática do Congo, em meados de 2006, sublinhou o facto da África subsariana ser um novo ponto fulcral de segurança e da abertura da União Europeia ao exterior.

كما أصبح الاتحاد الأوروبي وعلى نحو متزايد طرفاً دولياً فاعلاً أيضاً، يقوم بإدارة الأزمات العسكرية والمدنية وكذلك الإصلاحات في قطاع الأمن وتنفيذ حكم القانون ومهمات المساعدة على حفظ أمن الحدود داخل وخارج حدود دول جواره المباشر. وتشمل الرقعة الجغرافية لمهماته دول البلقان والقوقاز وأوروبا الشرقية والبحر الأبيض المتوسط والشرق الأوسط، والأماكن البعيدة أيضاً كجمهورية الكونغو الديمقراطية وإندونيسيا. كما أدى نشر قوات الاتحاد الأوروبي أواسط عام 2006 في جمهورية الكونغو الديمقراطية إلى جذب اهتمام الاتحاد إلى دول إفريقيا جنوب الصحراء الكبرى، لأنها ستكون محور تركيز جديداً بالنسبة لأمن الاتحاد الأوروبي وامتداداته.

Επίσης η Ευρωπαϊκή Ένωση αυξανόμενα έχει γίνει ένας διεθνής πρωταγωνιστής, πραγματοποιώντας διαχείριση στρατιωτικών και πολιτικών κρίσεων, μεταρρύθμιση του τομέα ασφάλειας, αποστολές επιβολής του νόμου και βοήθειας στα σύνορα τόσο εντός όσο και εντός της άμεσης γειτονιά της. Γεωγραφικά συμπεριλαμβάνονται στα Βαλκάνια, ο Καύκασος, η Ανατολική Ευρώπη, η Μεσόγειος και η Μέση Ανατολή – αλλά επίσης και απομεμακρυσμένα μέρη όπως η Λαϊκή Δημοκρατία του Κονγκό (DRC) και η Ινδονησία. Η ανάπτυξη στα μέσα του 2006 στρατευμάτων της ΕΕ στο Κονγκό έφερε το μήνυμα ότι η Υποσαχάρια Αφρική θα είναι ένα νέο επίκεντρο της ασφάλειας και του ανοίγματος της ΕΕ.
